Professor Nguyen Thi Lien Hang: The “Vietnam Miracle” and Expectations for Its Continuation

In an interview with reporters from the Vietnam News Agency (VNA), Professor Nguyen Thi Lien Hang, Director of the Weatherhead East Asian Institute at Columbia University (United States), stated that Vietnam is entering a pivotal historical phase marked by the effective and breakthrough leadership of the Communist Party of Vietnam.

According to her, the merger of provincial-level administrative units to build a streamlined, efficient, and effective political system, together with institutional reforms and ambitious development goals, such as striving for an average GDP growth rate of 10% per year or higher during the 2026–2030 period, has laid the groundwork for the 14th National Congress to become one of the most significant Party congresses in history.

Professor Lien Hang expressed confidence that, under the leadership of the Communist Party of Vietnam, the country can fully achieve its goal of becoming a developing nation with modern industry and upper-middle-income status by 2030, and realize its vision of becoming a developed, high-income country by 2045. This vision aims for a peaceful, independent, democratic, prosperous, strong, civilized, and happy Vietnam, steadily advancing toward socialism.

She described the reforms and transformations witnessed in recent years as the “Vietnam miracle,” and expressed hope that this chain of successes will continue throughout the remainder of the century. As Vietnam rises strongly in a new era and reflects on 40 years of the Doi Moi (Renewal) process, Professor Lien Hang emphasized the special significance of the 14th National Congress, which is expected to focus on science and technology, innovation, and sustainable resource management - key pillars of national development in the coming period.

She also highly valued several important resolutions recently issued by the Politburo, including Resolution No. 57-NQ/TW on the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on reforming the work of law-making and law enforcement; and Resolution No. 68-NQ/TW on the development of the private sector. According to her, these resolutions form an essential foundation for the 14th National Congress to usher in a highly promising new era of development, elevating Vietnam into a major power not only in the region but also globally.

Speaking with reporters from the Voice of Vietnam (VOV), Obuchi Yuko, Chairwoman of the Japan-Vietnam Parliamentary Friendship Alliance, affirmed that the Communist Party of Vietnam has consistently played a leading role in guiding the country’s highly dynamic development process, particularly since Vietnam began implementing its renovation policy to the present day.

According to her, the 14th National Congress is an important historical milestone that marks the beginning of a new era. It provides an opportunity for the Party, the Government, the people, and localities across Vietnam to unite, align their will, and work together toward new goals, while clearly demonstrating Vietnam’s aspiration to rise and its increasingly prominent role on the international stage.

Obuchi Yuko noted that Japan highly appreciates Vietnam’s recent reform efforts and has strong confidence in the country’s robust development prospects in the future. She underscored the important role of the Japan-Vietnam Parliamentary Friendship Alliance in promoting and strengthening bilateral friendly relations, reflecting Japan’s high regard for Vietnam.

Dr. Khaled Khalifa: Vietnam as a Trustworthy International Actor

In an interview with reporters from the Vietnam News Agency (VNA) in Israel, Dr. Khaled Khalifa, President of the Arab Council for Foreign Relations in Israel, assessed Vietnam’s independent, self-reliant foreign policy and its proactive multilateral diplomacy as among the most principled and respected models in contemporary international relations. According to him, this policy orientation, reaffirmed at the 14th National Congress of the Communist Party of Vietnam, has enabled Vietnam to emerge as a trustworthy, balanced, and reputable international actor, particularly in a world that is becoming increasingly fragmented.

Dr. Khaled Khalifa noted that Vietnam’s credibility positions it well to participate in peace-building and reconstruction initiatives in the Middle East, where decades of conflict have eroded trust and stability. He also highly valued Vietnam’s clear political, diplomatic, and humanitarian support for the Palestinian people, including its endorsement of the establishment of an independent State of Palestine.

He emphasized that Vietnam’s post-war reconstruction experience offers valuable lessons in infrastructure recovery, social reconciliation, and placing people at the center of development. According to him, Vietnam’s participation in peace efforts is not only of practical significance but also carries profound symbolic value, reinforcing the country’s position as a moral voice for peace and justice.

VietNuc: Expectations for Technological Autonomy and Intellectual Resources

Members of the Executive Board of the Network of Overseas Vietnamese Nuclear Energy Experts (VietNuc) believe that the 14th National Congress is expected to establish a foundation for national technological autonomy in the new development phase.

According to the experts, training high-quality human resources should be regarded as the starting point for technological autonomy, with a focus on fundamentally reforming higher education and closely linking training with scientific research and practical production.

VietNuc experts stressed the importance of building an innovation ecosystem in which the State plays a facilitating role, while enterprises serve as the central actors in applying and commercializing research outcomes. In addition, attracting and effectively harnessing the intellectual resources of overseas Vietnamese should be viewed as an integral component of national resources. In the context of deep international integration, mastering technology is identified as a cross-cutting criterion closely linked to the goals of sustainable development, green transition, and climate change adaptation.
