Unity and Determination to Achieve Historic Feats
The Congress has set forth lofty goals for the entire nation: the happiness of the people, the strength and prosperity of the country, and an elevated national standing, all aimed at exceptionally high levels. Achieving these goals would constitute an unprecedented feat in our national history. To realize this aspiration, the Congress has forged a core, consistent, and clearly defined mindset, emanating from within the Party and spreading throughout society; namely, profound unity and ironclad determination.

Unity
The Congress once again affirms that the decisive factor in every victory is the spirit of unity. This quality has been forged through the nation’s history and the ideology of President Ho Chi Minh. It is reflected not only in the rhetoric and speeches of leaders or in the ideas enshrined in the Congress documents, but also clearly manifested in the Congress’s personnel work. Personnel arrangements were carried out in a democratic, open, transparent, and scientific manner, following rigorous, multi-step procedures with clearly defined criteria. The evaluation of cadres was conducted through a public and specific data system. The organizational structure was rationally balanced between renewal, development, and continuity; among genders; and among representatives of different social strata and forces. This structure embodies the spirit of great national unity while still ensuring intellectual excellence and the quality of the cadre system. Democracy was clearly demonstrated through the maximum expansion of the rights to nomination, appraisal, and criticism. Specifically, personnel processes were discussed collectively to promote collective intelligence and to listen to grassroots opinions. Transparency was evidenced by the public disclosure of standards, multi-layered screening, and the promotion of the press’s right to information and supervision.
Key contents of the Congress were completed very early thanks to a high level of consensus. One hundred percent of delegates agreed to shorten the Congress by 1.5 days compared with the original plan.
Speaking at the press conference on the Congress, General Secretary To Lam stated that the 14th National Party Congress was truly a congress of unity and unanimity, embodying the will, mettle, aspirations, determination, strength, and culture of the Vietnamese nation and of the Communist Party of Vietnam in the country’s new stage of development.
The spirit of unity is also reflected in the mindset and process of drafting the Congress documents, from the serious, receptive, and scientific incorporation of public opinions to the design of major guidelines, policies, and solutions that place the people at the center, encompassing all social strata, forces, and components. This represents unity and solidarity between the Party and the people; among different social components; and between people at home and Vietnamese compatriots abroad.
Determination
The 14th National Congress set extremely ambitious goals, unanimously endorsed by 100 percent of the delegates. These grand aspirations and strong determination are underpinned by a profound theoretical framework and scientific, practical, specific, and feasible implementation measures. This further strengthens, spreads, and inspires great confidence throughout the entire Party and the whole nation.
It can be said that the aspiration of this “era of national rise” is of an unprecedented scale in our nation’s history. If previous glorious eras were often associated with struggles to defend the homeland, reforms of governance and society to improve people’s livelihoods, or efforts to “unshackle” constrained social resources, then the era of national rise now requires bringing the nation to higher levels of well-being, happiness, and civilization. Such growth must reach brilliant and resplendent achievements capable of creating cultural peaks. At the same time, the new era will inscribe the name of the Vietnamese nation on the upper tiers of the world map, in many respects.
One of the clearest manifestations of the Party’s resolute will to “rise and advance” lies in its capacity for self-rectification and self-improvement; in the courage to acknowledge shortcomings; in maintaining the highest vigilance against self-transformation, decline, and weakness; and in the determination to continuously examine and correct itself from within. This is also the greatest challenge facing every individual and every organization.
The 14th National Congress has inherited and further advanced the spirit and achievements of Party building and safeguarding by proposing measures to rectify shortcomings and enhance its leadership capacity. These measures are grounded in scientific and intellectual approaches, as well as in attitudes of honesty, frankness, and resolute action.
The Party has looked directly at institutional bottlenecks, organizational cumbersomeness, and the weaknesses of the apparatus. At the same time, it has acknowledged that it is necessary to carry out a “revolution in streamlining organizational structures,” to demonstrate the highest level of resolve, and to implement institutional reform with the greatest speed. In line with the principle of “no forbidden zones, no exceptions” in anti-corruption efforts, the Party has now elevated this approach to a higher and deeper level: combating waste. Economic and material waste, waste of time, resources, and opportunities are all regarded as social ills that must be resolutely eliminated. Party rectification is not merely about removing cadres who lack sufficient capacity or integrity; more importantly, it is about simultaneously creating a “political environment” that is safe, transparent, and enabling - one that encourages cadres and Party members who dare to think, dare to act, dare to break new ground, and dare to devote themselves to public service and to the cause of the nation.
A series of viewpoints and policies aimed at enhancing the Party’s leadership capacity have been put forward, including: transforming leadership methods from those relying heavily on “intuition and experience” toward “data-driven governance” and systems thinking; promoting digital transformation and streamlining the apparatus to avoid overlapping functions while improving performance, effectiveness, and efficiency; advancing science and technology, fostering innovation, and striving to keep pace with the rapid development of the Fourth Industrial Revolution. These constitute the clearest evidence of the scientific rigor and intellectual vision identified by the Congress, enabling the Party to reform itself and grow stronger, commensurate with its new mission.

Confidence in victory
The path toward realizing this aspiration has also been clearly mapped out on persuasive foundations: scientific, practical, and even intuitive. This is reflected in several fundamental factors.
First, the guidelines and perspectives on the development model have been widely assessed by the people and the international community as timely, prudent, and bold.
Second, from an internal perspective, following recent years of scientific, resolute, and impartial campaigns against corruption, as well as achievements in foreign affairs and economic development, our country has accumulated substantial and invaluable strengths for its rise. These include trust and unity within the Party and society; high-quality and effective international partnerships; the mindset and capacity of the political system; and an institutional and infrastructural foundation that has undergone and continues to undergo very positive transformations.
Third, from a historical perspective, our nation has repeatedly achieved feats that astonished the world and secured victories once thought unimaginable. Historical data, accumulated experience, and enduring legacies allow us to believe in the nation’s capacity to accomplish new feats in the present era.
Fourth, there is the dimension of sacred intuition. As a nation rich in culture, endowed with noble qualities, a profound and vibrant spiritual and artistic life, and a way of living in harmony with nature and the universe, we possess inherently elevated spiritual “frequencies.” When people are united, resolute, and in harmony with life and with the laws of nature, they will inevitably generate extraordinary strength. When such strength is unleashed at a mature moment in national history, and at an opportune time within the dynamics of the world and the universe, it will surely give rise to historic feats.
