US Embassy Hands over 6 Hectares of Dioxin-remediated Land at Bien Hoa Airbase Area

Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense, and Marc Evans Knapper, US Ambassador to Vietnam, attended the event.
According to the Ministry of National Defense’s online portal, representatives from the US Embassy in Vietnam presented certificates confirming that about 6 hectares of land at Bien Hoa Airport had been cleaned of dioxin after six years of implementation (from December 2019 to the present). The Vietnam-US dioxin remediation project at Bien Hoa Airport has treated nearly half of the dioxin-contaminated land within the airport and part of the surrounding area, bringing them to safe levels and handing them over to the Air Defense - Air Force Service and local authorities.

This activity follows the successes of the ongoing project implemented in six provinces: Quang Tri, Thua Thien Hue, Da Nang, Gia Lai, Quang Ngai, and Dong Nai since 2021. After three years, the project in these six provinces has provided support to more than 32,000 persons with disabilities and victims of Agent Orange/dioxin, achieving over 60 percent of the targeted goals.
US Ambassador to Vietnam Marc Evans Knapper stated that this event is the clearest expression of the US commitment to Vietnam in overcoming the consequences of war. The US Department of State, together with the Government of Vietnam and non-governmental organizations, will continue to implement projects and programs to address war legacies in the coming period.
Speaking at the ceremony, Senior Lieutenant General Hoang Xuan Chien said that the Bien Hoa Airport Dioxin Remediation Project is one of the most important projects, demonstrating the effective cooperation between Vietnam and the United States in addressing the consequences of chemical/dioxin contamination after the war. It contributes to fulfilling the commitments of the two countries’ senior leaders stated in the 2023 Joint Statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership for Peace and Sustainable Development. The handover of 6 hectares of land cleaned of dioxin for defense and socio-economic development tasks is not only a milestone marking the project’s results but also a reaffirmation of the effective cooperation process between the two sides in this field.
The Ministry of National Defense of Vietnam pledged to continue directing the Air Defense - Air Force Service and the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) to closely coordinate with relevant agencies of the US Embassy in Vietnam and the People’s Committees of Dong Nai, Ca Mau, Bac Lieu, Quang Tri, Gia Lai, Quang Ngai, Hue, and Da Nang to accelerate the implementation of related projects.

As part of the event, Ambassador Marc Knapper and Major General Nguyen Dinh Hien, Commander of the Chemical Corps/Ministry of National Defense and Director General of NACCET, signed an agreement to provide an additional 32 million USD in US non-refundable ODA funding to further expand the Project to Improve the Quality of Life of Persons with Disabilities in provinces heavily affected by Agent Orange/dioxin spraying.
On the same day, delegates participated in the groundbreaking ceremony to construct and install the thermal treatment technology system. This is the largest component of the dioxin remediation project at Bien Hoa Airport and is expected to be operational by 2026.
