The project will be implemented in 2024 with the Quang Binh Department of Health as the account owner, with a total capital of more than VND 6.4 billion, equivalent to USD 255,800. Of which, nearly VND 3.2 billion, equivalent to USD 125,800 will be spent on the implementation at Le Thuy District General Hospital, while more than VND 3.2 billion, equivalent to USD 130,000 will be spent on the Bo Trach District General Hospital.

The project aims to strengthen the infrastructure capacity of the medical oxygen system. Thereby, it supports Covid-19 control and patient examination, emergency, and treatment activities in the coming time, contributing to protecting, taking care of people's health, restoring and developing socio-economics after the Covid-19 pandemic.

According to Aler Grubbs, Director of USAID in Vietnam, medical oxygen is essential for patients with respiratory failure, chronic obstructive pulmonary, tuberculosis, patients during and after surgery, mothers, and newborns. The United States government believes that installing medical oxygen systems to store and distribute oxygen will strengthen the healthcare system. USAID will support medical oxygen systems for a total of 23 health facilities in 11 provinces through USAID's Achieving Goals and Sustaining HIV/AIDS Epidemic Control (EpiC) project during the period 2022–2024.

Over the past 20 years, the United States has invested more than USD 1 billion in health assistance for Vietnam to enhance the prevention and control of infectious diseases through building sustainable health systems to support Vietnam's efforts in planning, budget allocation and implementation of solutions. This includes support to help prevent and treat HIV/AIDS (through PEPFAR), tuberculosis and zoonotic diseases.
