Vietnam and Japan Strengthen Cooperation in Disaster Prevention and Response

The signing ceremony was attended by Tran Duc Thang, Acting Minister of Agriculture and Environment of Vietnam, and Nakano Hiromasa, Minister of Land, Infrastructure, Transport and Tourism of Japan. Also present at the event was Pham Quang Hieu, Ambassador of Vietnam to Japan.

Since the first Memorandum of Understanding was signed in 2013, the two Ministries have implemented numerous substantive cooperation activities in disaster risk reduction, achieving significant results.

The two Ministries jointly developed and operated a flood forecasting and management system for the Perfume River basin (Hue) using advanced X-band radar technology. This system provides highly accurate rainfall forecasts and enhances effective flood management. Over the past two years, it has proven outstandingly effective in regulating and mitigating flooding on the Huong River.

In addition, Japan has supported research and the introduction of SABO dam technology for flash flood prevention in the Nam Pam River basin, as well as the construction of a pilot SABO dam in Son La Province. This Japanese technology, designed to block debris flows, is highly effective and has been applied in Vietnam for the first time. Vietnam is expected to study and expand the use of this technology in the coming years.

Over the past decade, the two Ministries have regularly maintained disaster prevention dialogues, with a total of 13 sessions held. These dialogues serve as an important platform for the two sides to share information, experiences, and jointly discuss new solutions for disaster prevention. Notably, many experienced Japanese experts have directly worked in Vietnam at the Department of Dike Management and Disaster Prevention and Control, becoming reliable “bridges” that strengthen the partnership between the two Ministries.

“For more than 10 years, the two Ministries have closely cooperated in disaster risk management. The extension of today’s Memorandum of Understanding marks an important step for both Ministries and both countries to build on achievements and open up new opportunities for bilateral cooperation to enhance disaster response capacity,” Minister Nakano Hiromasa affirmed.

Acting Minister Tran Duc Thang expressed deep gratitude for the timely and effective support from the Government and people of Japan, stressing: “The signing of the Memorandum of Understanding for the 2026-2030 period is not only a continuation of more than a decade of successful cooperation, but also a strong commitment by the two Ministries to coordinate, share experience and technology, and contribute to protecting the lives and livelihoods of people against the increasingly severe impacts of natural disasters and climate change.”
