Vietnam Continues to Work with UNESCO to Safeguard Cultural Diversity in the Digital Era

Attending the 19th session of the Intergovernmental Committee of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereinafter referred to as the 2005 Convention), held at UNESCO Headquarters in Paris, France, Vietnam reaffirmed its commitment to effectively implementing the Convention while emphasizing the need to strengthen international cooperation and refine implementation mechanisms in the digital environment amid the rapid development of technology and artificial intelligence.

On February 17, the session opened with the participation of hundreds of delegates, including Ministers, Ambassadors and representatives of member states, along with leaders of the UNESCO Secretariat. Vietnam attended the session as one of the 24 members of the Convention’s Intergovernmental Committee.

Addressing the session, Ambassador Nguyen Thi Van Anh, Permanent Representative of Vietnam to UNESCO, highly appreciated the role and contributions of the 2005 Convention in promoting cultural dialogue, strengthening social cohesion, and supporting the development of creative industries - key factors contributing to global peace and sustainable development.

Amid rapid digital transformation, the Ambassador underscored the necessity of enhancing international cooperation, sharing experiences, and strengthening capacity for the Convention’s implementation, particularly in developing and refining mechanisms to ensure its effective enforcement in the digital environment. Vietnam also called for continued implementation of recommendations related to Article 16 of the Convention on “Preferential treatment for developing countries,” with a view to facilitating deeper participation of developing countries in global cultural value chains.

At the session, Ambassador Nguyen Thi Van Anh also shared Vietnam’s significant progress in implementing the Convention. Notably, in January 2026, the Politburo issued Resolution No. 80-NQ/TW on the development of Vietnamese culture, affirming culture as the spiritual foundation of society and both a goal and a driving force for national development in the new period. Vietnam is also implementing the Strategy for the Development of Cultural Industries to 2030, with a vision to 2045, aimed at building a dynamic, integrated, and sustainable creative ecosystem.

According to the agenda, the session is scheduled to run through February 20 and will address several key issues, including: adopting the 2026-2027 work plan; discussing measures to promote implementation of the Convention in the context of rapid technological and artificial intelligence development; reviewing the report on the implementation of recommendations related to Article 16; and approving the proposed 2026-2027 budget of the International Fund for Cultural Diversity, along with projects seeking financial support from the Fund.

To date, 161 Parties have joined the 2005 Convention. To enhance implementation effectiveness and further disseminate the Convention’s objectives, UNESCO has established the Creative Cities Network, which currently brings together 408 cities from over 100 countries and territories. Vietnam has four localities participating in the network - Hanoi, Ho Chi Minh City, Hoi An, and Da Lat, thereby continuing to affirm its active and responsible role in promoting cultural diversity and the development of creative industries at the international level.
