Vietnam-RoK Research and Innovation Fund Proposed to be Established to Support Student Startups

The 2025 Global Conference was held in Seoul, Republic of Korea (RoK), under the theme "Beyond Borders: Enhancing the Global Competitiveness of Korean Universities." During the event, Ambassador Vu Ho proposed that relevant parties explore the potential for establishing and developing the Vietnam–RoK Research and Innovation Fund to support the learning process and lay the groundwork for student entrepreneurship.

The event brought together over 500 delegates from various countries, along with leaders of Korean higher education institutions. Vietnamese Ambassador to RoK Vu Ho was in attendance and delivered remarks at the Conference.

In his speech, Deputy Prime Minister and Minister of Education and Social Affairs Choi Kyo-jin stated that the Government aspires to rank among the world’s top 10 education destinations. To realize this ambition, it will foster a supportive environment that enables international students to pursue both academic success and a stable life in RoK.

Deputy Prime Minister Choi further stressed that attracting and supporting skilled professionals in advanced fields is a national priority. Accordingly, the Government will place particular emphasis on drawing exceptional international students in science and technology.

In his speech, Ambassador Vu Ho highlighted that with over 70,000 students, Vietnam ranks first among countries with international students enrolled in RoK's educational institutions. Vietnamese students are recognized for their diligence, adaptability, and academic potential. Many have earned scholarships, produced notable research, and launched successful innovative start-up projects. This community serves as a vital bridge for friendship and cooperation, reflecting the deepening partnership between Vietnam and RoK.

Ambassador Vu Ho also acknowledged the challenges Vietnamese students face while studying in RoK, including language barriers, cultural integration, financial strain, and post-graduation career prospects. These difficulties have led some students to abandon their studies, impacting their well-being, future opportunities, and the broader image of the community.

To address these issues, the Ambassador proposed that the two Governments, relevant agencies, and Korean educational institutions collaborate on short-, medium-, and long-term strategies. These should include early-stage orientation, legal guidance, and specialized Korean language training; the creation of a rapid-response support network involving embassies, student associations, and universities; expansion of scholarship programs and joint Vietnam–RoK educational initiatives. He also emphasized the importance of promoting mutual recognition of degrees and professional qualifications, building a sustainable Vietnam-RoK human resources ecosystem, and aligning education with strategic industries.

Ambassador Vu Ho suggested that relevant parties explore the establishment and development of the Vietnam–RoK Research and Innovation Fund, which would support academic pursuits and provide a foundation for student entrepreneurship.

He affirmed that Vietnamese students are not only the pride of their families and nation, but also a strategic resource for regional and global cooperation. He urged all stakeholders to cultivate strengths, address challenges, and implement supportive policies. With the right conditions, Vietnamese students can become pioneers of innovation, ambassadors of Vietnam–RoK friendship, and contributors to sustainable development.
