Vietnam Successfully Fulfills Role as President of 11th Review Conference of Treaty on Non-Proliferation of Nuclear Weapons

On the afternoon of May 22 (local time), at the United Nations Headquarters in New York, the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT RevCon) officially concluded after one month of intensive work.

The closing session was attended by United Nations Under-Secretary-General and High Representative for Disarmament Affairs Izumi Nakamitsu, delegates from the 191 States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and representatives of numerous related international organizations.

Delivering closing remarks in his capacity as President of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, emphasized that although no consensus outcome document was adopted, all States Parties continued to share the common goal of a world free of nuclear weapons and made efforts to maintain dialogue amid a world marked by instability, fragmentation, and a lack of trust.

Commending the spirit of flexibility and compromise demonstrated by delegations throughout the negotiation process, Ambassador Do Hung Viet affirmed that the Treaty on the Non-Proliferation of Nuclear Weapons remains the cornerstone of the global nuclear disarmament and non-proliferation architecture. He also underscored the responsibility of States Parties to maintain and strengthen the Treaty to ensure that it remains relevant in the face of the rapidly evolving international security environment.

During discussions at the closing session, representatives of many countries and groups of countries, including Association of Southeast Asian Nations, the Non-Aligned Movement, and the European Union, on the one hand expressed regret that the Conference was unable to adopt an outcome document for the third consecutive review cycle, while on the other reaffirmed that the Treaty on the Non-Proliferation of Nuclear Weapons continues to serve as the “cornerstone” of the international security architecture.

All delegations agreed that Vietnam had successfully fulfilled its role as President of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons, recognizing the President’s efforts in chairing the conference and negotiating documents with a focus on enhancing transparency and improving procedures to increase efficiency and adapt to the new context.

After nearly one month of intensive work, through dozens of formal and informal consultation sessions as well as numerous side events, the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons concluded with a message calling on States Parties to continue upholding their commitments and actively cooperating toward the next review cycle in 2031, with the shared objective of achieving a world free of nuclear weapons.
