Vietnam - United Nations Cooperation Has Become Strong Partnership

This was the assessment of Deputy Minister of Foreign Affairs Dang Hoang Giang in an interview with the press ahead of President Luong Cuong’s working visit to attend the high-level General Debate of the 80th Session of the United Nations General Assembly, combined with bilateral activities in the United States.

- Could you share the significance and objectives of President Luong Cuong’s working visit to attend the high-level General Debate of the 80th Session of the United Nations General Assembly, along with his bilateral activities in the United States?

From September 21 to 24, 2025, President Luong Cuong and his spouse, together with a high-ranking Vietnamese delegation, will attend the high-level General Debate of the 80th Session of the United Nations (UN) General Assembly, combined with bilateral activities in the United States. This working visit of President Luong Cuong and the high-ranking delegation carries special significance, with objectives in both bilateral and multilateral dimensions.

On the multilateral front, the visit takes place at a meaningful moment as the UN marks its 80th anniversary and Vietnam celebrates the 80th National Day.

The visit aims to further implement Vietnam’s foreign policy of independence, self-reliance, diversification, multilateralization, and proactive and active international integration in a comprehensive, extensive, and effective manner, as set out by the 13th National Congress of the Communist Party of Vietnam and the country’s major policy orientations. These include the Politburo’s Resolution No. 59-NQ/TW on international integration in the new context, as well as the Secretariat’s Conclusion No. 125-KL/TW on strengthening the implementation of Directive No. 25-CT/TW on promoting and elevating multilateral diplomacy until 2030.

Through this visit, Vietnam seeks to deliver a clear message reaffirming its role as a responsible member of the UN, actively participating in and making substantive, positive contributions to the key priorities and activities of the UN and the international community - at a time when the UN needs and expects the support and companionship, both in words and actions, of active and key members such as Vietnam.

On this occasion, the President will also hold meetings and exchanges with leaders of various countries and partners to maintain and deepen relations, enhance effectiveness, and seek cooperation and support from the UN, other countries, and key partners for Vietnam’s major current priorities. These include Vietnam’s assumption of international responsibilities such as hosting the Signing Ceremony of the UN Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes in Hanoi on October 25, 2025; preparing to serve as President of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026; and running for a number of important UN positions.

Accordingly, the President will attend the high-level meeting marking the UN’s 80th anniversary, deliver important statements at the high-level General Debate of the 80th UN General Assembly, and participate in the special global high-level event on climate action.

On the bilateral front, the President’s visit takes place at a meaningful time, coinciding with the 30th anniversary of the establishment of diplomatic relations between Vietnam and the United States. This is an opportunity for both countries to reflect on their three-decade journey - from former adversaries to friends, partners, Comprehensive Partners, and now Comprehensive Strategic Partners- and to chart a roadmap for the continued sustainable, effective, and substantive implementation of the Comprehensive Strategic Partnership framework.

The two sides are expected to continue to emphasize the fundamental principles of the relationship, including respect for the UN Charter, international law, and each other’s political system, independence, sovereignty, and territorial integrity. Both countries will seek to further strengthen political trust and strategic confidence, advance mutually beneficial cooperation that brings tangible benefits to the peoples of both nations, and contribute positively to peace, stability, prosperity, and sustainable development in the region and the world, while not harming the legitimate interests of other stakeholders.

During the visit, the President will meet with US leaders, receive representatives of businesses, financial institutions, long-time partners and friends, and leading scholars, and preside over the ceremony marking Vietnam’s 80th National Day in New York. These activities will reaffirm Vietnam’s policy of further strengthening relations with the US, especially in the fields of economy, trade, investment, science, and technology; promote the implementation of agreements and commitments made by the two countries’ senior leaders; garner broad-based support for Vietnam and Vietnam-US relations; and demonstrate the Party and State’s care for the Vietnamese community in the US.

– Could you elaborate on Vietnam’s contributions to the United Nations? How do you assess the state of cooperation between Vietnam and the United States?

Over nearly 50 years, cooperation between Vietnam and the UN has developed into a solid partnership. The UN has always stood alongside Vietnam, providing valuable support, from the period of national reconstruction after the war, through the breaking of the embargo, to the gradual and deeper integration into the international community. In turn, Vietnam has become increasingly proactive and engaged, making substantive and wide-ranging contributions in ideas, concrete actions, personnel, and resources across all areas of the UN’s work and priorities.

Vietnam has initiated and sponsored many timely proposals that resonated with global concerns and were warmly welcomed and highly appreciated by the UN and the international community. These include the International Day of Epidemic Preparedness (December 27); the International Day of Play (June 11); the UN Security Council Resolution on the protection of essential infrastructure; and Presidential Statements of the Security Council on upholding the UN Charter, addressing post-war mine action, and the role of regional organizations, including ASEAN.

Vietnam has also achieved notable successes in implementing the Millennium Development Goals and is actively advancing the 2030 Agenda for Sustainable Development. At the same time, Vietnam has taken the lead in UN reform, effectively implementing the “Delivering as One” initiative, and is currently among the countries participating in the Just Energy Transition Partnership to respond to climate change - one of the UN’s overarching priorities.

In recent years, Vietnam has assumed many important positions in leading UN bodies on peace, security, law, human rights promotion, and culture. Particularly, in over 10 years of participation in UN peacekeeping operations, Vietnam has deployed nearly 1,500 officers and soldiers to missions in South Sudan, the Central African Republic, and the Abyei area between Sudan and South Sudan, of whom women account for 16%, exceeding the UN target. Many Vietnamese officers are also working and contributing effectively at UN offices and the Secretariat, earning high recognition.

At a time when multilateralism and the UN are facing many challenges, Vietnam is expected to serve as an active partner in advancing multilateral cooperation with the UN, playing a central role and standing as a model of effective cooperation with the organization.

With regard to Vietnam-US relations, after 30 years of establishing diplomatic ties and two years of implementing the Comprehensive Strategic Partnership, Vietnam and the US have made remarkable progress, turning their relationship into a model of reconciliation, overcoming the past, and looking toward the future in international relations. Thanks to persistent efforts from both governments and peoples, Vietnam-US relations have continued to advance, recording impressive results across all areas.

In the political sphere, bilateral relations have been constantly strengthened through high-level visits and political exchanges, including the working visit (to attend the 79th UN General Assembly and the Summit of the Future) by General Secretary and President To Lam in September 2024, as well as four telephone conversations between the two countries’ leaders since September 2024. In these exchanges, the US has increasingly valued Vietnam’s position, reaffirming its commitment to supporting a “strong, independent, self-reliant, and prosperous” Vietnam.

Both sides are making continued efforts to promote economic, trade, and investment relations in a sustainable and effective manner, while properly addressing reciprocal tax issues. The US is Vietnam’s largest export market, with bilateral trade turnover surpassing the 100-billion-USD milestone.

The two countries are also stepping up cooperation in investment and technology, especially in future-oriented fields such as semiconductors and artificial intelligence. Vietnam highly appreciates the US support in policy development, training high-quality human resources, and building essential digital infrastructure, enabling Vietnam to further integrate into the global semiconductor supply chain.

Defense and security cooperation continues to advance, particularly in addressing the consequences of war, where many positive outcomes have been achieved. Priority has been given to dioxin remediation projects and support for persons with disabilities.

On the international stage, Vietnam and the US closely coordinate at regional and global forums, especially within ASEAN mechanisms and the UN Security Council, in addressing global challenges. Vietnam welcomes the US’ continued attention to and implementation of concrete initiatives and cooperation in the Asia-Pacific and Indian Ocean regions, while highly appreciating the US ongoing support for ASEAN’s central role and for Vietnam’s role in regional and international forums, as well as in addressing common challenges.

At the same time, the two sides will continue to engage in constructive and candid exchanges on issues where differences remain.

I am confident that President Luong Cuong’s working visit will be a great success in both multilateral and bilateral aspects, leaving a positive mark on Vietnam’s role, position, and substantive contributions to addressing global issues, while further promoting Vietnam’s relations with the US and with other countries, contributing to peace and development in the region and the world.
