The event was attended by Dinh Toan Thang, Ambassador of Viet Nam to France; Nguyen Thi Van Anh, Ambassador and Permanent Representative of Viet Nam to UNESCO; representatives of various associations; and a large number of expatriates closely connected with the patriotic movement in France.

Over more than two decades of formation and development, UEVF has grown from a small group of students in Paris into one of the earliest established Vietnamese youth - student organizations abroad, with an extensive network. To date, the Union has recognized 27 affiliated chapters, maintained the operations of 15 chapters, and represents over 15,000 Vietnamese youths and students living, studying, and working across different regions of France.
Beyond building a strong community, UEVF has shaped its own identity with the spirit of “solidarity, courage, knowledge, dedication,” firmly upholding its role as a leading organization within the system of Vietnamese student associations in Europe.

During the past term, UEVF implemented numerous meaningful programs across diverse fields, from livelihood support and integration activities to education, career orientation, culture, and sports. Many activities have become annual trademarks, such as: the Study in France Forum held for over 20 years in five major cities in Viet Nam; academic and career-oriented program series; the traditional “Friends” football tournament with 26 consecutive seasons; and cultural-community events such as the traditional Tet celebration, Viet Fest, and the Lumos Summer Camp gathering over 200 students from across Europe.
Alongside activities within the local community, UEVF has also carried out many charitable programs in Viet Nam, particularly initiatives supporting islands and remote areas. The Union has strengthened its partnerships with the Student Associations and Youth Unions of Hanoi, Ho Chi Minh City, Da Nang, Can Tho, and others, contributing to its standing within the network of overseas Vietnamese student organizations.
Ambassador Dinh Toan Thang highly praised the Union’s consistent contributions, affirming that UEVF is one of the most prominent and influential associations within the Vietnamese community in France, acting as an “extended arm” connecting young intellectuals with the homeland.

Re-elected as President of UEVF for the 2025-2027 term, Nguyen Phan Bao Thuy emphasized that the new era requires significant transformation, especially as artificial intelligence and digitalization become inevitable trends. Accordingly, UEVF identifies the development of a high-quality human resource team as a central task, while prioritizing the advancement of scientific education and cutting-edge technologies.
The Union aims to bring together at least 50 young PhDs, 150 Master’s degree holders, and 30 senior advisors; establish 11 key professional groups; organize a series of events on digitalization, AI, and sustainable energy; strengthen business connections; and strive to become a Viet Nam-France knowledge bridge in the fields of science and technology.
In parallel, the Union will continue enhancing cultural, sports, and community-life activities; maintain language programs and legal consulting services; and organize annual charitable initiatives in collaboration with the Union of Vietnamese in France (UGVF).
Speaking at the Congress, Dinh Ngoc Duc, Director of the Viet Nam Cultural Center in France, expressed confidence in the youth, intellect, and dedication of UEVF in this new phase. He emphasized that every Vietnamese living abroad - especially the younger generation - carries the mission of a “cultural ambassador,” contributing to promoting the people and image of Viet Nam to the world.
