These activities are a practical celebration of the Year of Horse (Binh Ngo) Spring and a tribute to the glorious Communist Party of Vietnam, commemorating the 96th anniversary of the Party’s founding (February 3, 1930 - February 3, 2026). They also serve as an opportunity to demonstrate the affection and deep concern of Ho Chi Minh City’s leadership for the overseas Vietnamese community.
At the main event on February 6, HCMC leaders will meet with the delegates to provide information on the Party’s guidelines and the State’s laws and policies related to overseas Vietnamese, highlight the city’s major achievements in 2025, and outline its socio-economic development orientation for 2026 and the years ahead. Particular emphasis will be placed on the outcomes of the first Ho Chi Minh City Party Congress for the 2025-2030 term.
One important focus of the program is to mobilize the resources of overseas Vietnamese, thereby developing a “Comprehensive policy recommendation report synthesizing the experience and intellect shared by overseas Vietnamese and transforming them into practical solutions for the City.” During the program, delegates will immerse themselves in the traditional Tet atmosphere, enjoy art forms rich in national identity, visit booths of overseas Vietnamese enterprises operating in the city as well as local businesses, and engage in exchanges at a reception banquet.

In addition to the main program for delegates, the Office of the Ho Chi Minh City People’s Committee has been assigned to take the lead, in coordination with relevant units, in organizing various activities on February 5 and 6 for 50 outstanding overseas Vietnamese delegates. These include: local connectivity and mobilization of overseas Vietnamese resources to promote cooperation potential, economic and tourism development, and investment opportunities for Ho Chi Minh City; field surveys, working sessions, and networking to share experience and ideas for cooperation and investment at the local level; and visits to new-generation industrial park infrastructure and the innovation ecosystem, serving the content of the thematic conference titled “Outstanding overseas Vietnamese accompanying the City in green transformation in the digital era.”
Delegates will attend a flower-offering ceremony at the statue of President Ho Chi Minh together with city leaders and participate in the thematic conference “Outstanding overseas Vietnamese accompanying the City in green transformation in the digital era.” Based on the outcomes of surveys, working sessions, and local engagement by the outstanding overseas Vietnamese delegation, delegates will discuss, contribute ideas, and propose solutions to connect overseas Vietnamese resources to the dual transformation process, along with special mechanisms and appropriate directions to foster the city’s rapid and sustainable economic development at a specialized conference.
Several sideline activities during and after the program include: showcasing images highlighting the outstanding contributions of overseas Vietnamese in Ho Chi Minh City at the exhibition “Celebrating the Spring of the Year of Horse - Celebrating the Glorious Party” organized by the city; and visits and Tet greetings to a number of outstanding overseas Vietnamese delegates and overseas Vietnamese families residing in the city on the occasion of the Lunar New Year of Horse 2026.
