The meeting was attended by Secretary of the Party Committee of Ca Mau Province Nguyen Tien Hai, Standing Deputy Secretary of the Party Committee of Ca Mau Province Huynh Quoc Viet, vice-chairmen of Ca Mau Provincial People’s Committee, and leaders of different departments in the province.

A report by Ca Mau Provincial Department of Investment and Planning showed that the province’s planned public investment capital in 2021 reached over VND 3,116 billion, including VND 922 billion from the central budget and VND 255 billion carried over from 2020. By June 28, 2021, Ca Mau disbursed over VND 1,000 billion, accounting for 31% of the 2021 investment capital.

Currently, one of the most significant challenges facing localities in Ca Mau is land clearance, which affects the progress of different projects in the province. Participants in the meeting also cited the sharp increase in material costs as another major difficulty they have been attempting to address.

At the meeting, the director of the Ca Mau Provincial Department of Natural Resources and Environment Trinh Van Lien said “the People’s Committees at different levels must strengthen land management, address illegal land encroachment and regularly check and prevent unauthorized land use, house construction and other illegal projects."

"In addition, all People’s Committees should continue to raise awareness and mobilize the public to collaborate in land surveying. They should become an example in convincing family members and relatives to be collaborative and take the lead in land clearance and compensation.”

Du Minh Hung, director of the Ca Mau Provincial Department of Construction, said while material costs had been gradually decreasing, they were still much higher than at the beginning of 2021.

Currently, construction material sources in the province basically meet needs. However, it is hard to predict whether there will be enough for construction activities in the province due to impact of the Covid-19 pandemic, particularly sand, rock, cement and steel.

Hung proposed that the province should develop mechanisms to allow developers to check their project’s progress and report to authorities, which will then report to the People’s Committee at the provincial level. Hung also recommended developers adjust their bidding plan to ensure the budget disbursement rate.

Hai said the province’s People’s Committee and different departments should promptly check current plans based on the principles of openness and transparency and identify which plans should be prioritized.

Hhe also requested departments and offices in Ca Mau work closely with each other to devise synchronous plans, creating favorable conditions to complete planned projects quickly.

The secretary of the Party Committee of Ca Mau Province also requested the People’s Committee to instruct departments to perform evaluation and report on and address difficulties facing investment projects in the province. At the same time, Hai asked that planning zones be established to attract major investors to Ca Mau, pushing for sustainable economic development.
