Thai Dai Ngoc directed the provincial People’s Committee, relevant departments, local authorities, and project investors to accelerate construction progress, ensure project quality, and complete essential infrastructure systems, including electricity, clean water supply, transportation networks, schools, and community centers. He also called for the prompt organization of land allocation lotteries, land handovers, and support for residents in building homes so that they can stabilize their lives before the upcoming rainy and storm season.
At the same time, he urged local authorities to proactively address difficulties related to site clearance, compensation, and resettlement support, while strengthening public communication efforts to gain residents’ support for relocating from hazardous areas.

Thai Dai Ngoc emphasized that resettlement areas should not only ensure safety from natural disasters but also be planned and developed in a synchronized, modern, and environmentally friendly manner. These communities should preserve the cultural identity and customs of ethnic minority groups while gradually developing into model residential areas that provide stable livelihoods, improve living standards, and contribute to sustainable poverty reduction.
He stressed that the implementation of disaster-area resettlement and population stabilization projects is a major policy with special significance in protecting people's lives and property amid increasingly severe and unpredictable natural disasters. Therefore, all levels of government and relevant sectors must demonstrate the highest sense of responsibility and determination to complete the projects on schedule and to a high standard, enabling residents to move into safe, modern, and sustainable communities as soon as possible.
