Strategic Adjustment Milestone for Long-Term Development

In an interview with reporters from the Vietnam News Agency (VNA), Alisher Rustamovich Mukhamedov, Chairman of the Uzbekistan-Vietnam Friendship Association, noted that the 14th National Congress marks an important phase of strategic policy adjustment aimed at creating new drivers for Vietnam’s development in the context of increasing regional and global volatility.

According to him, recent achievements in economic growth and positive social transformation demonstrate that Vietnam has become one of the most dynamic economies in Southeast Asia, reflecting the effectiveness of the development model and strategies led by the Communist Party of Vietnam.

Mukhamedov emphasized that the key factor behind Vietnam’s success lies in political stability and sound, consistent policies. Vietnam’s GDP in 2025 is estimated to reach USD 514 billion, ranking 32nd globally. More importantly, however, is the country’s sustainable development orientation, which places the improvement of people’s living standards at the center while preserving and promoting cultural values and national identity.

He observed that the strategic leadership role of the Communist Party of Vietnam is clearly reflected in the quality of governance, policy formulation and implementation capacity, as well as comprehensive administrative reforms that have improved access to public services and strengthened the confidence of citizens and businesses.

According to Cong Thuong (Industry and Trade) Newspaper, Professor Furuta Motoo, President of the Japan-Vietnam Friendship Association and Rector of the Vietnam-Japan University, assessed that the 40 years of Doi Moi (Renewal) constitute a particularly important historical period, marking the comprehensive maturation of the Communist Party of Vietnam’s leadership capacity.

Professor Furuta noted that Vietnam has overcome socio-economic crises and underdevelopment to become an upper-middle-income country, with GDP per capita rising from just over USD 100 in 1986 to approximately USD 5,000 in 2025. Total import-export turnover has reached around USD 930 billion, and participation in new-generation free trade agreements such as the CPTPP, EVFTA, and RCEP has significantly expanded the country’s space for development and integration.

“The success of the Doi Moi process is closely linked to the leadership role of the Communist Party of Vietnam. Through policies and guidelines grounded in reality and truly reflecting the aspirations of the people, the Party has charted a correct development path for the country. By awakening traditional values, Vietnamese intellect, and resilience, the Party has laid the foundation for comprehensive social development and gradually improved people’s livelihoods,” Professor Furuta emphasized.

According to him, the enduring strength of the Communist Party of Viet Nam stems from its close bond with the people, guided by the principle of ‘the people as the foundation’ throughout its thinking and actions. Political stability and consistency in development objectives have fostered long-term confidence among international partners and investors.

The 14th National Party Congress holds particular significance as it defines a concrete development path toward long-term strategic milestones. Professor Furuta argued that the goals of becoming a developing country with modern industry and upper-middle income by 2030, and advancing to a high-income developed country by 2045, require a coherent vision and foundational, long-term policy decisions. To realize these objectives, in addition to economic and institutional solutions, foreign affairs must be approached with a new, more strategic mindset. The expert expressed hope that the Communist Party of Vietnam would put forward specific measures to develop national “soft power” as a key pillar of foreign policy in the new era. Vietnam’s “soft power” should be built on culture, education, and science and technology. Promoting distinctive cultural values, enhancing the quality of education, and fostering innovation will help enhance Vietnam’s attractiveness and prestige on the international stage.

Confidence in Party’s Leadership Role and Vietnam’s Development Aspirations

Benjamin Pestieau, Deputy Secretary-General of the Workers’ Party of Belgium (PTB), highly praised the historical role and leadership capacity of the Communist Party of Vietnam, from the period of national liberation to the current process of nation-building and development.

According to him, Vietnam has become a source of inspiration for many countries thanks to its development path with a distinct national identity. He commended Vietnam for its harmonious combination of economic growth, human development, poverty reduction, the preservation of strategic autonomy, and deep international integration. The major development aspirations set forth by the 14th National Congress, including economic development linked to improving the quality of human resources, promoting innovation, proactively responding to climate change, and pursuing an active foreign policy aimed at preventing conflict and building international relations based on mutual respect and shared development, reflect Viet Nam’s long-term vision and sense of international responsibility.

Meanwhile, Yamaguchi Tsuyoshi, Head of the International Department of Japan’s Liberal Democratic Party (LDP), stated that the Communist Party of Vietnam plays the most important role in contributing to peace-building, as peace is a prerequisite for prosperity. Over the years, Vietnam has achieved remarkably impressive development outcomes, with the Communist Party of Vietnam playing a central role throughout that process.

Emphasizing education as the fundamental foundation of development, he expressed his hope that the two Parties would continue to strengthen cooperation, particularly in training and nurturing younger generations.

Ivo Sieber, a member of the Swiss-Vietnam Economic Forum (SVEF) and former Ambassador of Switzerland to Vietnam, assessed that the Congress is taking place at a critical juncture, as Vietnam is accelerating reforms and integration amid mounting pressures on the global cooperation order.

According to him, political stability together with ongoing reforms provides a solid foundation for Vietnam’s positive development prospects, while also opening up new opportunities for bilateral cooperation, including efforts to promote the early signing of the Vietnam-EFTA Free Trade Agreement.
