Promoting Positive Image of Vietnamese People’s Public Security Forces

Khanh Hoa is among Vietnam’s most attractive tourist destinations. Since the COVID-19 pandemic, the province’s tourism sector has strongly recovered, with a growing number of international travelers.

According to the provincial Department of Culture, Sports and Tourism, over the past 10 months, more than 14.8 million visitors have stayed at local accommodations, including 4.6 million international arrivals and 10.2 million domestic tourists. Compared to the same period last year, the number of international visitors increased by 17.6%, while domestic visitors rose by 15.4%. Total tourism revenue was estimated at over VND 60.3 trillion, up 20.1% year-on-year, reaching 90.8% of the 2025 annual target.

During the same period, 19 international cruise ships brought 22 delegations of tourists from various countries to Khanh Hoa for sightseeing and cultural experiences. In addition, statistics from relevant authorities show that as of the end of October 2025, there were 55,641 foreigners temporarily residing in the province, most of whom were involved in economic investment, tourism, and service businesses.

In an interview with The People’s Public Security Newspaper, Colonel Tran Minh Truc, Deputy Director of the Khanh Hoa Provincial Police Department, stated that the increasing number of foreign tourists and long-term residents has created pressing requirements to enhance the effectiveness of management, ensure safety and security for visitors and expatriates, and promptly prevent and combat crimes and legal violations. These efforts, he emphasized, contribute to building Khanh Hoa’s tourism brand amid the province’s renewal and socio-economic growth.

Just four months after the merger of Khanh Hoa Province and the former Ninh Thuan Province, the professional units of the Khanh Hoa Provincial Police have left strong and positive impressions on many foreigners through their sense of responsibility, humane actions, and compassionate deeds. These are vivid examples of the bravery and humanity of the Vietnamese People’s Public Security forces, dedicated to serving the people and upholding Vietnam’s image in the era of international integration.

Lieutenant Colonel Nguyen Quang Dang, Head of the Fire Prevention, Fighting and Rescue Police Division of the Khanh Hoa Provincial Police, recalled that on the afternoon of July 24, 2025, his unit, in coordination with the Dai Lanh Commune Police, overcame difficult road and sea routes under harsh weather conditions and strong waves to reach Co Ong Mountain in Dam Mon Hamlet, Dai Lanh Commune, where they rescued Nederlandese Dam Lisa (born 2006), a Dutch tourist who was exhausted and suffering from prolonged abdominal pain.

Later, around midnight on September 3, 2025, the division coordinated with the Bac Nha Trang Ward Police to traverse steep and rocky terrain on Co Tien Mountain to locate and rescue two Russian male tourists, Tikhov Aleksei (born 1994) and Kurochkin Sergei (born 1987), who had lost their way during a mountain trekking experience.

On the afternoon of September 26, 2025, two foreign tourists, Akunevich Dzmitry (born 1993) and Suhak Anastasiya (born 1997), both nationals of Belarus, were pleasantly surprised when the External Security Division of the Khanh Hoa Provincial Police invited them to retrieve the handbag they had been desperately searching for after losing it at the InterContinental Nha Trang Hotel on Tran Phu Street, Nha Trang Ward.

Upon receiving the bag, which contained two passports, two identity cards, two driver’s licenses, four bank credit cards, one translation device, one car key, and twelve Belarusian coins, Akunevich emotionally shared:

“The kind actions of the staff at the InterContinental Nha Trang Hotel and the Khanh Hoa Provincial Police have left us, and many other tourists, with a deep and positive impression of the civility, safety, and friendliness of the people of Khanh Hoa.”

Later, on the afternoon of October 16, 2025, Captain Nguyen Le Thanh Tung piloted the canoe 79CA-0025, accompanied by two colleagues from Waterway Traffic Police Team No. 1 under the Traffic Police Division of the Khanh Hoa Provincial Police, departing from the area near Bach Dang Park, Nha Trang Ward, and heading out to sea to rescue Denis (born 2001), a national of the Republic of Moldova, who had nearly drowned while swimming.

Over the past four months, the Khanh Hoa Provincial Police have received numerous letters of appreciation from foreign nationals. A notable example involves Son Hyounje and Jeon Minsuk, both South Korean citizens, who lost their passports while traveling in Nha Trang. Officers from the Immigration Management Division provided them with thorough guidance on the procedures for reporting lost documents, assisted them in obtaining replacement passports, and promptly extended their temporary residence permits.

Kim Seung Il, Head of Quality Management at HD Hyundai Vietnam Shipbuilding Co., Ltd., was among the first foreigners to complete the Level-2 electronic identification (e-ID) registration. He shared: “With the dedicated assistance of officers from the Immigration Management Division of the Khanh Hoa Provincial Police, I was able to complete the procedures within minutes. Their methods were scientific and professional. Having a Level-2 e-ID account will make it much more convenient to handle rental declarations, insurance, and access public administrative services.”

Tsuru Hirokazu, General Director of Van Phong Power Co., Ltd., also expressed his satisfaction upon completing his e-ID registration, saying: “I am truly impressed by the enthusiastic and professional attitude of the officers at the Immigration Management Division of the Khanh Hoa Provincial Police. With the Level-2 e-ID account now granted, I can process administrative procedures quickly, accurately, and efficiently whenever needed.”

The Investigation Police Agency of the Khanh Hoa Provincial Police has issued a decision to prosecute and temporarily detain a Chinese national for “violating regulations on the protection of endangered and rare wildlife species”.

Strengthening Legal Awareness and Preventing Violations

In addition to actively assisting and supporting foreign nationals in various situations, the Khanh Hoa Provincial Police have consistently focused on intensifying legal dissemination and education efforts, while simultaneously deploying a comprehensive range of professional measures to promptly detect, prevent, and handle legal violations involving foreigners.

Through the close coordination between the provincial Immigration Management Division and police units across localities, authorities have timely identified and strictly handled numerous cases of legal violations related to foreign nationals.

Most recently, at noon on October 20, 2025, the Investigation Police Agency of the Khanh Hoa Provincial Police conducted an inspection and arrested Wu Zigang (born 1982), a Chinese national, who was staying at a hotel on Hoang Hoa Tham Street, Nha Trang Ward. Wu had been wanted by Chinese authorities since May 23, 2024, for “assisting cybercrime and information-related offenses.”

Earlier, on August 1, 2025, the Security Investigation Agency of the Khanh Hoa Provincial Police arrested Huang Yue (born 1996), also a Chinese national, who was a member of a transnational fraud organization, while staying in an apartment on Pham Van Dong Street, Bac Nha Trang Ward. Although the Yiwu City People’s Court in Zhejiang Province, China, had issued an arrest warrant for Huang Yue on November 10, 2021, he fled abroad, prompting Interpol to issue a Red Notice on November 23, 2021. After their arrests, both individuals were escorted to the Huu Nghi International Border Gate in Lang Son Province for handover to Chinese authorities.

During an administrative inspection at Viet Cam Shop in Nam Nha Trang Ward, the Economic Police Division discovered a group of Chinese nationals managing and operating a business selling various “health protection” products alongside ivory, bear bile, rhino horn, and pangolin scales, none of which had valid invoices or legal documentation. Following an expert examination confirming the presence of over 1.1 kilograms of rhino horn, three Chinese nationals - Zhou Yonglin (born 1977), Yuan Tao (born 1989), and Wang Hao (born 1991), were prosecuted and detained on August 8, 2025, for “violating regulations on the protection of endangered and rare wildlife species.”

Another foreign national, Khafizov Artur (born 2006), a Russian citizen, was prosecuted on August 27, 2025, by the Investigation Police Agency of the Khanh Hoa Provincial Police for “resisting law enforcement officers in the performance of their duty.” Authorities also imposed a travel restriction, prohibiting him from leaving his temporary residence in Nha Trang Ward. The incident occurred when the Nha Trang Road Traffic Police Team was handling a traffic collision, and Artur physically assaulted a traffic police officer. A breath alcohol test showed an alcohol concentration of 0.644 mg/liter of breath.

Lieutenant Colonel Huynh Duc Trung, Deputy Head of the Immigration Management Division of the Khanh Hoa Provincial Police, stated that to further enhance the effectiveness of managing foreign nationals from the grassroots level, the division has continuously prioritized comprehensive dissemination of Vietnamese laws regarding entry, exit, transit, and residence of foreigners in Vietnam.

In mid-September 2025, the Khanh Hoa Provincial Police organized a conference and training session to guide commune-level police forces in thoroughly understanding Circular No. 53/2016/TT-BCA, dated December 28, 2016, issued by the Ministry of Public Security. The circular outlines procedures for declaring and receiving temporary residence information, as well as inspection processes, guidelines for lodging establishments, and the monitoring, statistical reporting, and verification of information by commune and ward police units.

In addition, commune-level police officers received guidance on how to coordinate with professional units to implement the Project on Strengthening the Management of Entry, Exit, Transit, and Residence, and Activities Related to National Security and Social Order and Safety of Foreign Nationals in Vietnam. They were also instructed on procedures for handling foreign nationals who violate social order regulations within their jurisdiction, and on the administrative sanctions process concerning immigration matters within their authority.

“It is anticipated that the number of foreign nationals coming to Khanh Hoa will continue to increase in the near future,” said Colonel Tran Minh Truc, Deputy Director of the Khanh Hoa Provincial Police. “Therefore, the provincial police will further intensify legal dissemination efforts using diverse, engaging, and multilingual formats to foster greater awareness and proactive action among residents and lodging establishments. In particular, we are working with professional units of the Ministry of Public Security to upgrade the temporary residence declaration software system and to establish hotlines via Zalo, Viber, and Facebook to promptly receive and address reports related to foreign nationals. These efforts aim to safeguard national security and social order while contributing positively to local socio-economic development.”
