Promoting Outcomes of Viet Nam-China People’s Forum and Strengthening Enduring Friendship

People-to-people diplomacy continues to accompany, energize, and invigorate Viet Nam-China relations

Reporting at the meeting, President of the Viet Nam Union of Friendship Organizations Phan Anh Son stated that the 13th Viet Nam-China People’s Forum, taking place from 24 to 26 November, has so far implemented five main activities.

According to Phan Anh Son, delegates from both countries affirmed that people-to-people diplomacy plays an important role within the broader Viet Nam-China relationship. It helps enhance mutual understanding, consolidate political trust, and enables the peoples of the two countries to understand and disseminate the orientations set out by the leaders of the two Parties and States.

Sun Xueqing, Vice President of the Chinese People’s Association for Friendship with Foreign Countries and Head of the Chinese delegation, expressed his gratitude to Bui Thi Minh Hoai for taking the time to receive the delegation. He emphasized that 2025 marks the 75th anniversary of the establishment of diplomatic relations and is designated as the Viet Nam-China People-to-People Exchange Year. He shared his deep sentiments upon visiting President Ho Chi Minh’s Mausoleum, affirming that the friendship of being “both comrades and brothers” remains strong. He cited General Secretary and President of China Xi Jinping’s remark: “The foundation of China-Viet Nam friendship lies in the people, its lifeline is in the people, and its strength also comes from the people.”

Sun Xueqing noted that in October 2025, the Chinese People’s Association for Friendship with Foreign Countries, in cooperation with the Viet Nam Union of Friendship Organizations, will organize a “Red Journey” program in Chongqing (China) for more than 120 young people of both countries. He reaffirmed the role of the Viet Nam-China People’s Forum - a mechanism maintained for 13 editions since 2010, included in the China-Viet Nam Joint Statement, and consistently receiving close guidance from high-level leaders. At the 13th Viet Nam-China People’s Forum, the two sides reviewed the 75-year development journey of China-Viet Nam relations and engaged in extensive discussions on issues of shared interest in the fields of national governance, economic and trade cooperation, education, science, and technology. The Chinese People’s Association for Friendship with Foreign Countries will continue to effectively promote the “16 golden words,” the “Four goods” spirit, and move toward the “Six more goal, contributing further people-driven strength to the process of building a China-Viet Nam Community with a shared future of strategic significance.

Sun Xueqing recalled the instructions of General Secretary and President of China Xi Jinping at the China International Friendship Conference and the 70th Anniversary of the Chinese People’s Association for Friendship with Foreign Countries in October 2024, emphasizing the requirement to build “four bridges”: people-to-people exchanges, practical cooperation, cultural exchanges, and youth friendship. This serves as the strategic orientation for all people-to-people diplomatic efforts that the Association will continue to uphold, working closely with the Viet Nam Union of Friendship Organizations in implementation.

On this occasion, Sun Xueqing expressed his sincere thanks to the Viet Nam Union of Friendship Organizations for its cooperation in exchange programs, meetings with scholars and young people, and the China-Viet Nam Border People’s Festival. He affirmed that the Chinese People’s Association for Friendship with Foreign Countries will continue to accompany and contribute to creating greater momentum and vitality for bilateral relations.

Powerful Impetus for People-to-People Diplomacy and Education on Traditional Friendship for the Younger Generation

Speaking at the meeting, Bui Thi Minh Hoai expressed her pleasure in meeting the Chinese and Vietnamese delegates attending the 13th Viet Nam-China People’s Forum. On behalf of the leaders of the Party, the State, and the Viet Nam Fatherland Front, she conveyed her respectful greetings and appreciation for the delegates’ positive contributions.

She stressed that the Forum is taking place in a special context as the two countries are organizing numerous activities to mark the 75th anniversary of the establishment of diplomatic relations, and working to concretize the common understandings reached by the high-level leaders of the two Parties and States on strengthening the Comprehensive Strategic Cooperative Partnership. She highly valued the discussion sessions, where delegates and scholars of both countries proposed many solutions to improve the effectiveness of people-to-people exchanges, contributing to the consolidation of the “both comrades and brothers” friendship as taught by President Ho Chi Minh.

Agreeing with the report from the Vietnamese side and the proposals from the Chinese side, she believed that the leaders and competent agencies of both countries would pay close attention and take in the recommendations to deepen traditional friendship and cooperation.

She acknowledged the sincere sentiments of the Chinese delegates during their visit to President Ho Chi Minh’s Mausoleum, and reaffirmed the enduring value of the “16 golden words” and the “Four goods” principles nurtured by generations of leaders from both countries. She reviewed recent high-level exchange activities, including reciprocal visits by General Secretary To Lam and General Secretary and President Xi Jinping, emphasizing that the increased frequency of such contacts has created strong momentum for people-to-people diplomacy and for educating the younger generation on traditional friendship. She noted that economic and cultural cooperation between the two countries continues to grow strongly, and that 2025 being designated as the Viet Nam-China People-to-People Exchange Year opens up opportunities for the implementation of many meaningful activities.

Shw expressed her sincere appreciation to the Chinese People’s Association for Friendship with Foreign Countries and the Viet Nam Union of Friendship Organizations for their important contributions to the success of the Forum and to the development of the friendly and traditionally strong relationship between the peoples of the two countries. She hoped that the activities and outcomes of the Forum would continue to serve as a bridge connecting the people with the Parties and States of both countries, promoting the role of people-to-people diplomacy - one of the three pillars of Vietnam’s foreign affairs in the new era.
