Strengthening National Coordination Mechanism for Persons with Disabilities

Deputy Prime Minister Pham Thi Thanh Tra has recently signed Decision No. 1059/QD-TTg consolidating the National Committee on Persons with Disabilities of Vietnam (the Committee). The restructuring of this inter-sectoral coordinating body is expected to enhance the effectiveness of policy consultation, coordination, and implementation of programs supporting persons with disabilities, thereby safeguarding their rights and promoting social inclusion for more than seven million persons with disabilities nationwide.

Under the decision, Minister of Health Dao Hong Lan will serve as Chairperson of the Committee, while Deputy Minister of Health Nguyen Thi Lien Huong has been appointed Vice Chairperson.

The Committee comprises representatives from numerous central government ministries and agencies, including the Ministry of Home Affairs, Ministry of Foreign Affairs, Ministry of Public Security, Ministry of Justice, Ministry of Finance, Ministry of Education and Training, Ministry of Culture, Sports and Tourism, Ministry of Construction, Ministry of Science and Technology, Ministry of Agriculture and Environment, and Ministry of Ethnic and Religious Affairs. In addition, the Committee includes representatives of the Vietnam Fatherland Front, social organizations, and professional associations engaged in supporting persons with disabilities.

According to the regulations, the National Committee on Persons with Disabilities of Vietnam is tasked with assisting the Prime Minister in researching, directing, and coordinating the resolution of important cross-sectoral issues related to disability affairs.

The Committee is responsible for conducting research, providing consultation and recommendations, and proposing policies and solutions to the Prime Minister to address difficulties and obstacles arising during the implementation of disability-related policies. At the same time, it is tasked with assisting the Prime Minister in coordinating activities among ministries, sectors, the Vietnam Fatherland Front, its member organizations, social organizations, and socio-professional organizations in implementing programs and policies for persons with disabilities.

Committee members work on a part-time basis, emphasizing individual responsibility while ensuring adherence to the principles of democratic centralism, open discussion, and unified direction and administration.

The Ministry of Health has been designated as the Committee’s standing body and is responsible for ensuring the necessary operational conditions and utilizing its existing organizational apparatus to perform support functions. The restructuring of the Committee has been carried out in a manner that does not increase organizational units or create additional staffing requirements.

According to statistics from the Department of Social Protection under the Ministry of Health, Vietnam currently has more than seven million persons with disabilities aged two and above, accounting for approximately 7.06% of the population. Over the years, care and support for persons with disabilities have consistently received attention from the Party and the State and have been institutionalized through the Constitution, the Law on Persons with Disabilities, and various sector-specific laws, including the Law on Medical Examination and Treatment, the Law on Health Insurance, the Law on Education, the Law on Vocational Education and Training, the Law on Construction, the Law on Road Traffic, and the Law on Legal Aid.

At the international level, Vietnam has participated in numerous cooperation frameworks and important commitments related to the rights of persons with disabilities. These include the United Nations Convention on the Rights of Persons with Disabilities (CRPD), the International Labour Organization (ILO) Convention No. 159 concerning Vocational Rehabilitation and Employment of Disabled Persons, as well as the Incheon Strategy and the 2030 Agenda for Sustainable Development. These commitments have contributed to fostering an inclusive and equitable environment and creating conditions for persons with disabilities to participate fully in all aspects of social life.
