Vietnam Calls for Reinforcing Multilateralism and Peaceful Settlement of Disputes

The high-level open debate, themed “Promoting International Peace and Security through Multilateralism and the Peaceful Settlement of Disputes,” is under the chairmanship of Pakistan, which holds the Council’s presidency for July 2025.
According to the Permanent Mission of Vietnam to the United Nations, in his opening remarks, UN Secretary-General António Guterres expressed concern over the current state of deep political divisions and widespread conflicts in various regions, as well as recent actions that violate international law, which have eroded trust and weakened the rules-based international order. Citing examples such as Gaza, Ukraine, Sudan, and Haiti, where escalating conflicts have triggered humanitarian crises and exacerbated insecurity and extreme poverty, Secretary-General Guterres urged all countries to fully comply with their legal obligations and maximize the power of diplomacy to end or prevent escalating conflicts.
To restore trust in multilateralism, Secretary-General Guterres proposed that member states make efforts to listen to one another, overcome differences, and build consensus. He emphasized the need for reform within the United Nations Security Council, a key institution for maintaining international peace and security, to strengthen its role and operational capacity in addressing today’s geopolitical challenges promptly.

In response to the Secretary-General’s message, the majority of member states, regional group representatives, and international organizations participating in the debate expressed strong support for multilateralism and the central role of the United Nations. They emphasized that international law and the UN Charter remain the essential foundation for maintaining global peace and security. Many countries voiced deep concern over the growing trend of unilateral actions, coercion, and the use or threat of use of force, which increase the risk of conflict escalation.
Delegates called for an enhanced role of the Security Council in conflict prevention and the promotion of peaceful solutions. They encouraged the use of preventive diplomacy, mediation, and conciliation, as well as international judicial mechanisms such as the International Court of Justice (ICJ) and the International Tribunal for the Law of the Sea (ITLOS), to ensure objective, fair, and sustainable dispute resolution.
In his remarks, Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations, stated that the root causes of many current challenges lie in the lack of respect for international law, particularly the fundamental principle of peaceful dispute resolution. Vietnam reaffirmed its consistent position in support of multilateralism and collective action under the leadership of the United Nations. He called on all nations, regardless of size, to fully comply with international law and the UN Charter.
Referring to the disputes in the South China Sea, the Ambassador emphasized Vietnam’s consistent stance that all disputes must be resolved through peaceful means in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He rejected the use or threat of force and urged the parties concerned to respect diplomatic and legal processes, exercise restraint, and avoid actions that may complicate the situation in the region.
To strengthen multilateralism and the rules-based international order, Ambassador Do Hung Viet recommended that countries engage in sincere and open dialogue through all available channels, exercise restraint, and avoid unilateral actions or the use of force when peaceful solutions are still possible. He also emphasized that when disputes arise, all parties should fully utilize the mechanisms provided under the UN Charter, including resorting to international judicial bodies, to reach fair and lasting solutions, thereby promoting sustainable peace and friendship among nations and peoples.
Within the framework of the debate, the UN Security Council unanimously adopted Resolution 2788 (2025), drafted under Pakistan’s presidency, aimed at strengthening mechanisms for the peaceful settlement of international disputes. The resolution calls on states to effectively utilize all mechanisms and procedures as stipulated by the UN Charter, including negotiation, inquiry, mediation, conciliation, arbitration, judicial settlement, regional arrangements or agencies, or any other peaceful means of their choosing.
