Vietnam Peace and Development Foundation: Fostering Vietnam's Peace in the New Era

The Vietnam Peace and Development Foundation (the Foundation) was initiated and established in 2003 by Former Vice President of Vietnam Nguyen Thi Binh. As a member of the Viet Nam Union of Friendship Organizations, the Foundation’s motto and purpose is contributing to promoting peace, friendship, cooperation and development, protecting national interests. It also includes gaining the support of international friends for the cause of national construction and defense.

Over 22 years of establishment and development, the Foundation has persistently pursued strategic goals of people-to-people diplomacy, gradually expanding its network of friends and partners in many regions, affirming its position at regional and international forums.

These achievements are the result of the dedication, intelligence and responsibility of many generations of leaders and members of the Foundation's Council, along with close coordination with domestic and foreign agencies and organizations.

In the 2019 - 2025 term, in the context of the rapidly changing, complex and unpredictable global and regional situation, along with the severe impacts of the Covid-19 pandemic, the Foundation has promoted the spirit of "proactiveness, flexibility, creativity and efficiency", firmly maintained its principles and goals, and implemented many practical activities, contributing to consolidating a peaceful environment, enhancing friendly relations, people-to-people cooperation and protecting national interests. The Foundation has implemented many major foreign affairs activities, expanded its network of friends and partners in many regions, and maintained close relations with international organizations, non-governmental organizations, funds and research institutes at home and abroad.

On multilateral channels, the Foundation actively participates and plays an important role in the ASEAN People's Forum, the Asia-Europe People's Forum, and United Nations mechanisms such as ECOSOC, UPR, and ICCPR, contributing to promoting dialogue and cooperation on peace, security, and sustainable development. Research and advisory activities achieved remarkable progress.

During the 2019-2025 term, the Foundation organized nearly 50 scientific seminars and workshops, including international seminars, gathering many prestigious scholars and experts, focusing on strategic issues such as relations between major countries, global peace and security, the ASEAN regional situation, international law, the rule of law, Vietnamese law, and so on. The Foundation's recommendations, analyses, and forecasts have provided timely and valuable information to relevant policy-making agencies.

External information work has been promoted through upgrading the Vietnamese-English bilingual website, maintaining more than 300,000 visits per year, with many publications, special issues, and conference reports, spreading the image of Vietnam as a peace-loving, cooperative, and developing country to domestic and international friends.

With these efforts, the Foundation was awarded the First Class Labor Medal on the occasion of the 20th anniversary of its establishment. This is not only a tribute to its achievements, but also a source of encouragement for the Foundation to continue contributing to the country's people-to-people diplomacy.

Entering the new term of 2025 - 2030, the world and regional situation continues to change profoundly. Strategic competition between major countries, especially the US-China, is fierce and comprehensive, directly affecting the international security, political, and economic environment. Global issues such as climate change, epidemics, non-traditional security, and social inequality are increasing, while the role of international law and multilateral institutions shows signs of decline. The Asia-Pacific region has become the focus of competition for influence, with the situation in the East Sea continuing to evolve complicated. Vietnam has entered a new era of development with the goal of becoming a developing country with modern industry and a high average income by 2030, and becoming a developed country with high income by 2045. In the spirit of the 13th National Congress and towards the 14th National Congress, our Party and State continue to be determined to build a comprehensive and modern diplomacy with three pillars, namely Party diplomacy, State diplomacy, and people-to-people diplomacy. This is both an opportunity and a challenge, requiring strong innovation in the content and methods of operation of the Foundation. On that basis, in the new term with the new name of Vietnam Peace and Development Council, its key tasks are to be more proactive, flexible, and creative in implementing its principles and goals.

First, continuing to innovate the content and methods of foreign affairs activities, proactively participate in regional and global multilateral forums, expand bilateral relations, strengthen traditional partners, and establish new cooperative relationships.

Second, improving the quality of research, consultation, and criticism, focusing on strategic issues of peace, security, international relations, and sustainable development issues of the country.

Third, promoting external information work, modernizing communication methods, increasing specialized publications, effectively exploiting digital platforms, enhancing the image of the Foundation among the people, and international friends.

Fourth, strengthening the organization, expanding the network of members and partners, rejuvenating the team, and promoting the intelligence and enthusiasm of experts, intellectuals, and businessmen in activities.

With a tradition of 22 years of construction and development, and a strong determination to innovate, in the new term, the Vietnam Peace and Development Foundation will continue to be a trusted people-to-people diplomacy organization, promoting the cause of peace, friendship, and sustainable development of the country in the new era.
