A Golden Opportunity for Private Construction Enterprises to Rise and Thrive

Dr. Dang Viet Dung, Chairman of VFCEA; Mr. Vu Ngoc Anh, Director of the Enterprise Management Department under the Ministry of Construction; and Engineer Tong Van Nga, Vice Chairman of VFCEA, chaired and attended the event.
Also present were prominent economic experts including Dr. Nguyen Minh Phong, member of the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front, and Dr. Can Van Luc, member of the Prime Minister's Economic Policy Advisory Council. Representatives from local Departments of Construction, various agencies, scientists, and a large number of construction business leaders also joined the event.
According to the experts, this is the most opportune time for private construction enterprises to thrive, as Resolution 68 and other state policies have been effectively implemented. "With mechanisms now opened, failing to grow and develop would be a disservice to history and our era."
In his opening speech, Dr. Dang Viet Dung emphasized that despite numerous challenges, the construction industry continues to play a vital role in national development. In recent years, the Government and the Ministry of Construction have introduced breakthrough policies such as the one-million social housing units program, smart urban development, BIM adoption, promotion of green materials, and digital transformation. Thanks to these initiatives, Vietnamese enterprises have not only mastered technology and improved management, but also created high-quality products capable of competing globally.

Presenting at the forum, Dr. Nguyen Minh Phong expressed optimism about the robust growth of Vietnamese construction firms. “Today, our construction enterprises stand shoulder to shoulder with global counterparts. From technology to talent, they have transformed from subcontractors into main contractors,” he said.
Dr. Phong commended the private sector's resilience and commitment to workforce development and technological innovation. Referencing Resolution 68-NQ/TW and other key policies of the Party and State, he highlighted the significant opportunities ahead for private construction enterprises. “General Secretary To Lam affirmed that the private sector is a key driver of national growth and must lead in industrialization, modernization, and international integration,” he stated.
He expressed hope that VFCEA would continue to represent and advocate for private construction enterprises, contributing more broadly to the national economy.
Also speaking at the event, Dr. Can Van Luc acknowledged the economic challenges of 2025 but reaffirmed a bright outlook for the private construction and real estate sectors.
He listed ongoing issues such as skilled labor shortages, cumbersome administrative procedures, slow tech adoption, high construction and land clearance costs, limited risk management, and fierce competition. He urged companies to restructure operations, manage financial risks, and actively engage with support programs—especially those related to social housing and infrastructure investments. Dr. Luc also called for diversified capital sources, product offerings, reasonable housing prices, and accelerated digital and green transformation. He recommended aligning with new regulations such as the Construction Law, Housing Law, and Real Estate Business Law.
Mr. Nguyen Khoa Dang, CEO of Searefico (HoSE: SRF), presented a case for shifting from outdated single-story warehouses to high-rise logistics facilities to optimize land use and reduce costs. He forecast strong growth potential in this segment due to its flexible space, cost efficiency, and global adoption. However, he acknowledged hurdles such as high initial investment, long payback periods, and complex legal and environmental procedures.
Addressing housing affordability for younger generations, Mr. Nguyen Kiet, Deputy CEO of Bcons Group, proposed a "6-in-1" integrated value chain—Design, Project Management, Construction, Sales, Operation, and Investment—to cut costs and lower apartment prices by eliminating intermediaries.
Discussing green transformation in construction materials, Mr. Kieu Van Mat, Chairman of Song Da Cao Cuong, showcased the company's eco-friendly products and technological advances. The firm currently supplies materials to major domestic developers and contributes to several key national projects.
In his closing remarks, Mr. Vu Ngoc Anh reiterated that most state-owned construction firms have been equitized, marking this as the ideal moment for private enterprises to rise. “The Party and State have issued strategic policies and lifted institutional barriers. If we fail to grow, we fail our time,” he emphasized.
