Private Sector: A Core Growth Engine Through 2045
According to Resolution 68, by 2030 the private sector is expected to become one of the main drivers of national economic growth, leading in innovation, science, and digital transformation. Key targets include:

2 million active enterprises, with 20 per 1,000 people

At least 20 Vietnamese firms integrated into global value chains

Private sector to contribute 55–58% of GDP and 35–40% of state budget revenue

Create jobs for 84–85% of the labor force

Average labor productivity to grow 8.5–9.5% annually
By 2045, Vietnam aims to have at least 3 million private businesses, with the sector contributing over 60% of GDP, making it one of the top performers in ASEAN in terms of innovation, technological capability, and competitiveness in the global arena.
