Affirming Role of Overseas Vietnamese Community as Source of Intellectual Capital

In preparation for the 14th National Congress of the Communist Party of Vietnam, the overseas Vietnamese community has actively participated in contributing opinions to the draft Congress documents. These earnest and responsible contributions reflect overseas Vietnamese’ deep attachment to their homeland and country, while also affirming the increasingly prominent role of the overseas Vietnamese community as an important source of intellectual capital in the process of shaping national development policies.

Overseas Vietnamese as an inseparable part of the national community

In an interview with a Vietnam News Agency (VNA) correspondent, Dr. Nguyen Thai Chinh, a specialist in Earth Sciences and satellite geodesy and a member of the Vietnam-Germany Innovation Network (VGI), stated that the Party and State’s organization of broad-based consultations among all segments of society, including the overseas Vietnamese community, on the draft documents of the 14th National Party Congress clearly demonstrates a consistent viewpoint: overseas Vietnamese are an inseparable part of the Vietnamese national community.

According to Dr. Nguyen Thai Chinh, the expansion in scope and scale, as well as the diversification of channels and methods for collecting opinions, such as direct participation in conferences, online submissions via electronic portals, contributions through overseas Vietnamese associations, or via diplomatic missions, reflects a spirit of openness, attentiveness, and democracy in the Party and State’s policy-making strategy. This approach also demonstrates modern, democratic governance thinking and affirms a strategic vision in mobilizing the strength of the entire nation for national development in the new era.

Many opinions from overseas Vietnamese intellectuals in Europe have also highly appreciated the early publication of the draft Congress documents, which has created favorable conditions for overseas Vietnamese to have sufficient time to study, discuss, and contribute opinions in a serious and in-depth manner.

Professor Dr. Nguyen Xuan Thinh of TU Dortmund University, Acting President of the Union of Vietnamese Associations in Germany and President of VGI, noted that this approach not only demonstrates openness, transparency, and democracy in consulting public opinion, but also affirms the Party’s profound attention to the intellect and contributions of Vietnamese people worldwide. At the same time, it helps enhance the quality and feasibility of policies and development orientations for the country in the coming period.

Towards substantive and long-term contributions

Many overseas Vietnamese share the view that the collection of opinions on the draft documents of the 14th National Party Congress and other major policies in recent times has not been merely symbolic, but has been placed within an official policy framework with clear institutional foundations. Phan Kien Cuong - an economic arbitrator in the Czech Republic, Slovakia, and Vienna, and Deputy Director of the Vietnam Economic and Trade Development Consulting Center (VICENDETI), considered this an important step forward, affirming the State’s strategic vision and proactive approach, while clearly reflecting innovative thinking in people-to-people diplomacy and the policy of great national unity.

According to him, a notable point is that the consultation process is not limited to foreign affairs or community-related issues, but extends to foundational and strategic areas such as national development orientations, Party building, institutional improvement, science and technology, education, and culture. This demonstrates that the Party and State “do not view overseas Vietnamese merely as objects of outreach, but as active participants in the process of policy formulation and review,” leveraging their strengths in knowledge, international experience, and multidimensional perspectives.

From Australia, Hannah Vu, President of the Australia-Vietnam Talent Network (AVTN), said that being listened to and having the opportunity to contribute opinions not only carries political and social significance, but also plays an important role in strengthening spiritual bonds with the Homeland.

Assessing recent rounds of consultations with overseas Vietnamese, she noted that many of the contents have “hit the mark” on issues of particular concern to overseas Vietnamese communities. Hannah Vu stated: “Topics such as the Land Law, private sector economic development policies, innovation, science and technology, and attracting overseas Vietnamese intellectuals are all highly practical issues.”

To further improve the effectiveness of opinion-gathering, she suggested continued refinement toward strengthening two-way dialogue and establishing clear feedback mechanisms. This would help overseas Vietnamese see that their opinions are being taken on board and translated into concrete policies.

Drawing from the realities of the Vietnamese community in Japan, Nguyen Ngoc Thanh Luan, President of the Vietnamese Association in Toyama, noted that overseas Vietnamese pay close attention to and actively respond to the Party’s and State’s guidelines and policies, particularly those directly related to the legitimate rights and interests of overseas Vietnamese, citizen protection, and the country’s long-term development orientations. The Association consistently identifies its role as a bridge between the overseas Vietnamese community and the State’s representative agencies, while also serving as a channel to gather and faithfully and responsibly convey the opinions and aspirations of the community.

He emphasized that the shared aspiration of overseas Vietnamese in Toyama in particular, and in Japan more broadly, is to contribute to national development through concrete, practical forms aligned with their professional expertise and experience gained in the host country, especially in the fields of science and technology, education, management, labor, and social integration. According to him, for these contributions to be truly effective, it is essential to continue maintaining and expanding official and transparent dialogue channels, thereby creating conditions for overseas Vietnamese’ opinions to be received and responded to in a clear manner.
