Hanoi Becomes First Locality to Issue Separate Directive on People-to-people Diplomacy

That was the message shared by Associate Professor, Dr. Nguyen Viet Thao, President of the Vietnam–Venezuela Friendship Association, at a conference held on October 9 in Hanoi. The event, organized by the Hanoi Union of Friendship Organizations, discussed the implementation of Directive No. 45-CT/TU dated August 8, 2025, by the Standing Committee of the City Party Committee, on strengthening people-to-people diplomacy in the capital through 2030, with a vision toward 2045.

Speaking at the Conference, Associate Professor Dr. Nguyen Viet Thao emphasized that Hanoi is the first locality in the country to issue a dedicated directive on people-to-people diplomacy, following the Party Central Committee's Secretariat Directive issued in January 2022 on strengthening the Party’s leadership and enhancing the effectiveness of people-to-people diplomacy in the new context. He described this as a pioneering and significant move, reinforcing Hanoi’s role as a representative of Vietnam’s people-to-people diplomacy, where each international engagement reflects the nation’s stature and cultural identity.

In line with the guiding motto of “proactive, flexible, creative, effective,” Directive No. 45-CT/TU outlines five fundamental and urgent tasks to elevate Hanoi’s people-to-people diplomacy as a national model:

First, it is essential to foster a deep transformation in the perception and role of people-to-people diplomacy, as a strategic pillar alongside Party foreign affairs and State diplomacy within Vietnam’s comprehensive and modern diplomatic framework. While State diplomacy establishes the political-legal foundation and Party diplomacy reinforces ideological-political principles, people-to-people diplomacy is tasked with cultivating a political-social foundation, building consensus and friendship between the Vietnamese people and the global community.

Second, it is necessary to innovate the content and operational methods of people-to-people diplomacy, harnessing the collective strength of all social groups, especially the younger generation. Efforts must be made to avoid bureaucratization and treat people’s diplomacy as a shared responsibility of the entire political system.

Third, promote people-to-people diplomacy in the fields of science and technology, innovation, and digital transformation. Leverage Hanoi’s position as an intellectual hub, home to leading scientists, research institutes, and universities, to expand collaboration with international scholars and experts.

Fourth, diversify models and forms of implementation. Encourage people-to-people diplomacy across schools, research institutes, businesses, religious groups, and student communities, guided by the spirit of “from heart to heart,” to strengthen bonds between Hanoi residents and international friends.

Fifth, ensure adequate resources, mechanisms, and conditions to make people-to-people diplomacy truly effective, while preserving its grassroots character and avoiding replication of formal diplomatic protocols.

Concluding the Conference, Nguyen Ngoc Ky, President of the Hanoi Union of Friendship Organizations, emphasized that Directive No. 45-CT/TU clearly outlines four task groups for the Union and its member associations:

First, proactively develop concrete action plans and programs to implement the Directive. Strengthen the role of specialized agencies in people’s foreign affairs and coordinate closely with the city’s Vietnam Fatherland Front Committee, Party committees, government authorities, and socio-political organizations to mobilize and unite people from all walks of life in building the great national unity bloc.

Second, harness the unique strengths of each association. Innovate operational models and methods, enhance annual programs, and align closely with the motto “proactive, flexible, creative, effective.” Foster a strong ripple effect by establishing more branches and friendship clubs tailored to specific localities, sectors, and international partners.

Third, strengthen coordination and actively engage in the City’s key projects and action programs, including the Project to enhance the effectiveness of the Capital’s people-to-people diplomacy through 2030, with a vision to 2045, and the Program to promote the value of the title “Hanoi – City for Peace.” The Hanoi Union of Friendship Organizations will circulate all relevant drafts to friendship associations and member organizations for review, feedback, and proactive implementation aligned with practical operations.

Fourth, intensify efforts to mobilize external resources in support of the Capital’s development. This includes expanding cooperation through joint activities, formal agreements with international partners, and the promotion of innovative initiatives and proposals across economic, cultural, social, and humanitarian fields.

Nguyen Ngoc Ky expressed confidence that with the active, responsible, and determined participation of friendship associations and member organizations, many aspects of Directive 45 will soon be translated into concrete actions. He emphasized that each unit’s programs and action plans will be thoughtfully and rigorously developed, closely coordinated, and clearly reflect their commitment to advancing the Capital’s people-to-people diplomacy - worthy of Hanoi’s role as the heart of the nation and a symbol of peace and friendship.
