All agencies and units across the Region are maintaining 100% of their personnel on standby, ready for combat. Officers and soldiers have promptly reinforced buildings and warehouses, pruned trees, cleared drainage systems, and coordinated with local authorities in response planning and rescue operations as needed.

At sea, the Regional Command has directed Brigade 169 and Brigade 170 to mobilize over 30 vessels and boats to safe anchorage areas. Units have been thoroughly briefed on the storm's developments, and plans for storm preparedness, search and rescue, and specific response scenarios for each unit have been reviewed, adjusted, and supplemented, especially with regard to ensuring safety and minimizing damage caused by the storm.

On this occasion, the leaders of the Regional Command awarded certificates of merit to collectives and individuals for their outstanding achievements in the search and rescue operation involving the QN-7105 (Vinh Xanh 58) tourist vessel.
Given the storm's complex developments and its trend of intensifying, localities in the storm-affected area, particularly from Quang Ninh to Thanh Hoa, took decisive action on the afternoon and evening of July 20 to implement response measures to protect the lives and property of both the people and the State.
According to the National Center for Hydro-Meteorological Forecasting, as of 4:00 a.m. on July 21, the center of Storm No. 3 (Wipha) was located at approximately 21.5 degrees North latitude and 110.4 degrees East longitude, in the northern area of the Leizhou Peninsula (China), about 275 kilometers east of Quang Ninh-Hai Phong. The strongest winds were at level 9, with gusts reaching level 11. The storm was moving west-southwest at a speed of 15-20 km/h. Within the next 24 hours, Wipha is expected to continue moving west-southwest at a speed of 15 km/h and may strengthen further. Forecasts indicate that by 4:00 a.m. on July 22, Wipha will enter the Gulf of Tonkin with wind speeds reaching level 10-11 and gusts up to level 14. |
