The seminar was attended by Dong Huy Cuong, Vice President of the Viet Nam Union of Friendship Organizations and Scientific Secretary of the project; Associate Professor Dr. Hoang Van Nghia, Director General of the Department of International Cooperation at the Ho Chi Minh National Academy of Politics and a core member of the project; along with experts, scholars, and researchers from the Viet Nam Academy of Social Sciences, the Academy of Journalism and Communication, socio-political organizations, people’s organizations, and bilateral friendship associations between Viet Nam and other countries.

Speaking at the opening session, Dong Huy Cuong noted that in the context of globalization and the democratization of international life, non-state actors such as individuals, social organizations, and non-governmental organizations are playing an increasingly important role in international relations. Many countries have effectively utilized people-to-people foreign affairs channels, such as public diplomacy and cultural diplomacy, to strengthen soft power, promote national images, and serve development goals.
For Viet Nam, rapid changes in the global landscape are posing an urgent need to renew thinking, approaches, and methods of implementing people-to-people diplomacy, ensuring alignment with the country’s position and development requirements.
During the seminar, participants focused discussions on the political and legal foundations and the role of people-to-people diplomacy within the overall foreign policy framework; the content and methods of implementation; assessments of effectiveness, limitations, and development trends; and the analysis of impacts and lessons learned for Viet Nam.
Presentations at the seminar indicated that many countries are increasingly aligning people-to-people diplomacy with their foreign policy strategies and national interests, organizing such activities in a systematic and well-structured manner, and expanding them across various fields, including culture, education, media, and people-to-people exchanges. Leveraging channels such as education, culture, student networks, overseas communities, and digital platforms is considered vital for enhancing connectivity and international influence.
At the same time, implementation approaches tend to combine the guiding role of the State with the participation of social organizations, thereby forming diverse networks that help consolidate the social foundations of foreign relations and support development objectives. At the multilateral level, people’s forums continue to be affirmed as important channels for strengthening connectivity, dialogue, and expanding cooperation.
Based on these analyses, participants highlighted the need for Viet Nam to enhance strategic orientation, strengthen coordination, innovate implementation methods, and effectively mobilize social resources in people-to-people diplomacy in the coming period.
