Standardizing Vietnamese Language Proficiency and Awarding Vietnamese Language Certificates in Japan

According to the Decision, Hanoi National University of Education serves as the academic lead institution, bearing full responsibility for the examination content, organizational procedures, and the issuance of Vietnamese language certificates, ensuring compliance with the regulations of the Ministry of Education and Training as well as the laws of the host country.

The implementation of Vietnamese language proficiency assessment examinations in Japan holds practical significance in standardizing Vietnamese language competence for overseas Vietnamese and foreign learners of Vietnamese; contributing to the preservation and promotion of the Vietnamese language and national cultural identity within the Vietnamese diaspora; and at the same time affirming the academic role and prestige of Hanoi National University of Education in the fields of Vietnamese studies and Vietnamese language training and assessment for foreigners.

Speaking at the ceremony, Associate Professor Dr. Nguyen Duc Son, President of Hanoi National University of Education, stated that in April 2026, the university is expected to organize the first Vietnamese language proficiency assessment examination in Japan. The examination will use standardized multiple-choice tests and has been authorized by the Ministry of Education and Training for Hanoi National University of Education to organize directly, as an institution with full professional capacity.

According to Associate Professor Dr. Nguyen Duc Son, each year Hanoi National University of Education organizes numerous examinations, attracting tens of thousands of candidates. However, the core significance of organizing the examination in Japan lies not in its scale, but in its outreach value. This is not merely a professional activity, but also a testament to the practical cooperation between Hanoi National University of Education and the Vietnam-Japan Economic Cooperation Promotion Association in maintaining and promoting the Vietnamese language globally. The university hopes that this model will continue to be implemented in many other countries and territories in the coming time.

Sharing at the event, Le Thuong, Director of the Center for Vietnamese Studies (Vietnam-Japan Economic Cooperation Promotion Association), said that when the Bamboo (Cay Tre) Vietnamese Language School was established, the Osaka city authorities recognized the efforts of the Vietnamese community in enhancing the status of the Vietnamese language in Japan.

According to her, developing Vietnamese language teaching models overseas not only helps promote the national language and culture, but also reflects Vietnam’s image in the process of deep international integration. This is also a long-term mission, associated with the companionship of the State Committee for Overseas Vietnamese in providing orientation, support, and encouragement for the overseas Vietnamese community to preserve and develop the Vietnamese language.
