Cruelly torturing on pets in Vietnam will be fined US$ 130

Regarding the fine for the humanitarian treatment of livestock, Clause 1, Article 29 of this Decree stipulates a fine of 1-3 million VND for the act of beating, cruelly torturing animals. A fine of from 3 - 5 million VND shall be imposed on a concentrated slaughterhouse that commits one of the following acts:

(1) Having no animals pre-slaughter shelters that ensure hygiene;

(2) Beating animals before slaughter;

(3) Applying no method to anesthetize animals prior to slaughter.

The above fines are applied to individuals. For organizations committing similar violations, the fine will be doubled.

Previously, the 2018 Law on Animal Husbandry also required livestock owners to treat them humanely in farming, transportation, slaughtering, and scientific research.

Livestock owners must not leave animals to starve, must provide enough hygienic food and water as well as avoid abusing the animals, ensure prevention and treatment in accordance with the law on veterinary medicine. When slaughtering, owners must limit animals' fear and pain. Beating or torturing pets will get fined. In addition to the above provisions, Decree 14/2021 / ND-CP also clearly states that the statute of due time for sanctioning violations of livestock production is 1 year, except for cases of violation of production, sale, purchase, import, and export of livestock breeds, animal feed, livestock waste treatment products, livestock products, and live animals as food, which has a 2-year statute of due time.

Regarding the fining form, this Decree stipulates that the main form of this fining is financial. In addition, based on the nature and severity of violations, organizations, and individuals that commit administrative violations shall also be subject to remedial measures such as forcible confiscation of livestock breeds, livestock breed products, animal feed, livestock waste treatment products; forced recycling of animal feed products and livestock waste treatment products;
