The campaign was carried out in the waters of the Truong Sa Archipelago, Phu Quy area, and the waters bordering Vietnam and Malaysia.
During the communication campaign, the fisheries surveillance force focused on disseminating Vietnamese laws and international practices related to fishing activities. The communication content helped fishermen clearly understand prohibited acts such as fishing without a license, using banned fishing gear, operating in the wrong areas or routes, violating foreign waters, failing to record fishing logs, not installing or deliberately disabling the Vessel Monitoring System (VMS), and others. Through this, fishermen were guided on how to properly record fishing logs, preserve seafood correctly, and complete reporting procedures when entering and leaving ports or during fishing operations.

The fisheries surveillance force also encouraged fishermen to raise their sense of responsibility in protecting aquatic resources, proactively cooperate with competent authorities in monitoring, management, and preventing IUU fishing acts. Fishing vessels were encouraged to promptly report and provide information when detecting signs of violations, contributing to building a transparent, healthy, and sustainable fishing environment in the fishing grounds.
In addition to communication through loudspeakers, radios, and fishing communication channels, the fisheries surveillance force also distributed leaflets and directly exchanged information with each crew member to ensure that messages reached the right audience, were easy to understand, and easy to remember. During this campaign, vessels of Fisheries Surveillance Team No. 4 directly communicated with 41 fishing boats involving 501 crew members; distributed 204 leaflets, and presented 48 national flags to encourage fishermen to confidently set sail and stay at sea. Through the fishing communication network, the team also provided information to 21 fishing boats with a total of 779 fishermen.

In addition, Fisheries Surveillance Team No. 4 provided support such as rice, fresh vegetables, fresh water, and other essential supplies to several fishing boats facing difficulties at sea. These practical actions demonstrate the spirit of companionship with fishermen, helping them feel secure in their production activities and contributing to safeguarding the sacred sovereignty of the nation’s seas and islands.

In practice, as awareness improves, most fishermen have proactively complied with fishing regulations and actively cooperated with competent forces in monitoring and protecting marine resources.
The efforts of Fisheries Surveillance Team No. 4 in enhancing communication and supporting fishermen have not only helped reduce IUU fishing violations but also spread a sense of responsibility throughout the fishing community, working toward the goal of developing a sustainable and responsible fishing industry.
This is also one of the key solutions for Vietnam to soon have the “yellow card” removed, restore seafood export markets to Europe, and enhance the international reputation of the country’s fisheries sector.
