On August 29 in Hanoi, the Office of the President held a press conference to announce the President’s Decision on Amnesty 2025 (September 2, 2025 phase).

According to the Decision announced by Can Dinh Tai, Deputy Director of the Office of the President, the President decided to grant amnesty to 13,915 inmates serving prison sentences and 5 individuals whose prison sentences had been temporarily suspended, who met the conditions for the 2025 amnesty (phase 2). The Decision takes effect on September 1.

He stated that 2025 is a year with many historic events and major anniversaries of the country, serving as a pivotal year opening a new era. With such special significance, the Party and the State decided to implement the 2025 amnesty in two phases: the first on the occasion of the 50th anniversary of the Liberation of the South and National Reunification; and the second on the occasion of the 80th anniversary of the August Revolution and National Day. The scope, scale, conditions, and groups of beneficiaries were expanded compared to previous years in accordance with the law, so that more people could be granted amnesty.

Earlier, on April 30, the President granted amnesty to 8,055 individuals.

“Amnesty does not involve discrimination or restrictions against any inmate; all inmates who meet the amnesty conditions are considered in accordance with the law, regardless of whether they are Vietnamese citizens or foreign nationals,” Can Dinh Tai emphasized.

VGP News quoted Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, as saying that with both phases combined, this year marks the largest number of inmates ever granted amnesty. “This is a special mechanism that demonstrates the humanitarian spirit of the Party and the State,” he stressed.

Regarding specific cases, Deputy Minister Le Van Tuyen said that among the 13,920 individuals granted amnesty this time, none were related to cases under the monitoring and direction of the Central Steering Committee for Anti-Corruption and Negative Practices. There were 66 foreign inmates from 18 different nationalities.

According to information at the press conference, over the past 80 years, the State has granted amnesty 40 times. Since 2009 alone, the President has signed 11 amnesty decisions for nearly 100,000 inmates who met the legal conditions.

Although the number of people granted amnesty was large, political security, social order, and safety remained ensured. No complications arose from those released, and the majority returned to their places of residence, stabilizing their lives and engaging in honest work.

The proper implementation of the amnesty policy has served as encouragement for inmates to comply with their sentences, actively study, and reform to qualify for the clemency and humanitarian policy of the Party and the State.
