The 11th National Congress of the Vietnam Fatherland Front Holds Preparatory Session
Attending the session was Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the VFF and Central mass organizations, and President of the Central Committee of the VFF for the 10th tenure.
Also in attendance were members of the Party Central Committee; representatives of central commissions, ministries, sectors, and mass organizations; Vice Presidents, former Vice Presidents, and members of the Presidium of the Central Committee of the VFF; as well as delegates representing various social strata, ethnic groups, religions, the armed forces, overseas Vietnamese communities, and VFF officials at all levels.

The Congress conducted consultations to appoint a Presidium comprising 33 members and a Secretariat comprising three members; adopted the Congress agenda and working regulations; heard reports on the status of delegates attending the Congress; reviewed reports evaluating the activities of the Central Committee, the Presidium, and the Standing Board of the Central Committee of the VFF during the 2024-2026 period; and considered a proposal to amend and supplement the Charter of the VFF.
According to the review report presented at the preparatory session, during the 2024-2026 period, the Central Committee, the Presidium, and the Standing Board of the Central Committee of the VFF focused on renewing operational methods, implementing key tasks of the Front system, and organizing conferences to discuss and decide on major work orientations, personnel matters, and other issues within their authority.
Efforts to develop legislation, participate in amendments and supplements to the 2013 Constitution, and draft amendments to several provisions of the Law on the VFF, the Trade Union Law, the Youth Law, and the Law on the Implementation of Democracy at the Grassroots Level continued to receive significant attention. The Presidium also proactively coordinated with the National Assembly Standing Committee, the Government, and relevant agencies and organizations in implementing preparations for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 tenure.

The report also highlighted numerous innovations introduced by the Presidium in consolidating and reflecting voters’ and people’s opinions and recommendations, as well as launching appeals to support the poor and people affected by natural disasters and floods.
The Standing Board of the Central Committee of the VFF proactively institutionalized the Party’s guidelines and policies and the State’s laws and policies; advised on the implementation of projects to streamline organizational structures and administrative units; carried out preparations for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 tenure; developed a training and capacity-building project for VFF officials and socio-political organizations at all levels for the 2026-2031 period; and issued the VFF digital transformation project for the 2025-2030 period with a vision toward 2035.
On the same day, delegates participated in five discussion centers focusing on key themes, including strengthening the great national unity bloc; enhancing listening to the people and promoting the role of supervision and social criticism; fostering patriotism, democracy, and social consensus; improving people-to-people diplomacy and expanding international cooperation; and renewing operational methods, building a contingent of Front officials who stay close to the people, while accelerating digital transformation.

A notable highlight of the 11th Congress is its renewed mindset centered on a “people-centered” approach. Numerous issues related to digital transformation, building a “Digital Front,” innovating methods of mobilizing the people, and strengthening dialogue and grassroots engagement have been studied and refined for inclusion in the action program for the new tenure.
Another new feature is the application of technology to organizational work in line with Politburo Resolution No. 57-NQ/TW. For the first time, the “11th Congress - Vietnam Fatherland Front” application has been introduced to support delegates with various useful functions, including access to documents, seating maps, news updates, images, and organizational support information.
As part of the Congress, a “Digital Front” exhibition space has also been arranged, featuring “Virtual reality spaces,” a “Historical wall,” and showcases and hands-on experiences of outstanding digital platforms used by VFF organizations at various levels.
Under the theme “Solidarity - Democracy - Innovation - Creativity - Development,” the 11th Congress, held from May 11-13, takes place immediately following the success of the 14th National Party Congress and the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 tenure. The Congress marks the beginning of a new operational term with broader scope and a new stage of development as socio-political organizations and mass associations assigned tasks by the Party and the State come under the umbrella of the VFF.
