| Key Highlights of Vietnam’s External Relations in 2025 |
First, institutional building and improvement continued to be a central highlight throughout 2025 and the entire 2021-2025 term. The culture, sports and tourism sector made a strong shift from the mindset of “doing culture” to state management of culture through law, viewing institutions as the foundation for sustainable development. The revision, supplementation and promulgation of important laws such as the Law on Advertising, the Law on Cultural Heritage, and the Law on Journalism, together with a synchronized system of decrees and circulars, gradually removed institutional bottlenecks, unlocked social resources, and created new development space for culture, sports and tourism amid the renewal of the growth model.

Second, the Exhibition of National Achievements under the theme “80 Years - The Journey of Independence, Freedom and Happiness” was organized on the largest scale ever, with national and international stature. The event brought together numerous ministries, sectors, localities, enterprises and major corporations, attracting millions of visitors from within and outside the country. Beyond showcasing achievements, the exhibition introduced new approaches to organizing fairs and exhibitions, helping affirm Vietnam’s potential, position and aspiration for development after 80 years of independence.
Third, 2025 marked special milestones for the sector with the celebration of the 100th anniversary of the Vietnamese Revolutionary Press Day and the 80th anniversary of the Traditional Day of the Culture sector. A series of commemorative activities, the National Press Festival and thematic exhibitions honored the proud journey of Vietnamese journalism and culture, while underscoring their pioneering role on the ideological and cultural front, contributing to strengthening social trust and spreading positive values amid digital transformation and international integration.
Fourth, Vietnamese cultural heritage continued to affirm its prestige and stature internationally, with four representative heritages across different categories recognized by UNESCO during the year. From Vietnam’s first serial world cultural heritage and transboundary natural heritage to documentary heritage and the quintessence of folk arts, heritage values were not only preserved but also promoted, becoming important resources for tourism development, education and national image promotion.
Fifth, a prominent cultural diplomacy highlight was the UNESCO General Assembly’s adoption of the initiative “International Decade of Culture for Sustainable Development” proposed by Vietnam. The initiative received broad consensus from the international community, demonstrating Vietnam’s proactive, responsible role and credibility in promoting global cultural cooperation, while affirming the viewpoint of culture as a foundation for sustainable, peaceful and humane development.
Sixth, a series of cultural and artistic events commemorating major national anniversaries in 2025 created widespread social impact, inspiring national pride and solidarity. The year was also recognized as a boom year for mega concerts and large-scale artistic activities, with Vietnamese music leaving international marks and contributing to the promotion of Vietnam’s cultural image worldwide.
Seventh, for the first time, the “Vietnam Happy Fest” was organized as a continuous series of activities imbued with strong humanistic values. The event not only spread messages about the positive spiritual life of Vietnamese people but also contributed to building Vietnam’s image as a destination of peace, happiness and friendliness in the eyes of international friends.

Eighth, the 24th Vietnam Film Festival and the 3rd Da Nang Asian Film Festival continued to affirm the role of cinema in developing cultural industries. Through exchanges, international networking, promotion of filming locations and nurturing young talent, Vietnamese cinema gradually expanded its cooperation space, enhanced competitiveness and strengthened its position in the region.
Ninth, Vietnamese sports recorded a notable highlight when the national men’s U22 football team performed excellently, winning the SEA Games championship for the third time in history. This achievement not only affirmed Vietnam’s position in regional sports but also generated positive effects, encouraging physical training and the spirit of sportsmanship across society.
Tenth, Vietnam’s tourism continued to make strong breakthroughs, surpassing the milestone of more than 21 million international visitors for the first time in 2025, while domestic tourism maintained high growth momentum. This result reflected the effectiveness of open visa policies, well-structured promotion activities and diversified tourism products, contributing to elevating Vietnam’s tourism brand on the global map.
