The application was developed as part of a technical cooperation project between the Japan International Cooperation Agency (JICA) and the Department of Overseas Labor Management (DOLAB), under the Ministry of Home Affairs. This initiative, titled "Project to Support Labour Market Information Connectivity for Vietnamese Workers Seeking Employment Abroad under Contract", is scheduled to run from August 2025 to July 2028.
As an information technology project, it encompasses the development of both a website and a mobile application, which provide access to overseas employment opportunities for workers, particularly those residing in remote areas. The project also looks to assist users in directly connecting with licensed enterprises authorized to dispatch Vietnamese workers abroad under contract.
By bypassing intermediaries and brokers, the application helps reduce financial burdens for workers. It ensures workers receive reliable and verified employment information from the Department of Overseas Labor Management.

In the future, the application will be developed with two additional features: While working in Japan, labourers can quickly and promptly provide feedback via the application about the service business, the supervisory agency, and the employer to the competent Vietnamese authorities, such as the Department of Overseas Labor Management and the Vietnam Labor Management Board in Japan.
After they return home, the application continues to support access to domestic job opportunities by providing recruitment information from businesses. This helps the worker choose a suitable job and apply the knowledge and experience accumulated during their time working abroad.
Not only meaningful to workers, the DOLAB-JICA overseas employment application also supports service businesses to have better access to workers who need to work abroad, and reach more candidates who meet the requirements of partners' contracts. Thereby, it helps reduce recruitment costs while fueling businesses' stability and development. At the same time, the application supports domestic businesses to have comprehensive information, better access, and direct connection with returning workers - the high-quality human resources trained abroad.
