This initiative marks a significant step for VCCI in providing comprehensive and in-depth information on the current status, opportunities, and challenges of the private sector—one of Vietnam’s key economic drivers.

The initiative aims to produce an objective, periodic publication that offers reliable reference information for policymakers, business support organizations, business associations, industry associations, and the Vietnamese private sector community. The report will combine statistical data with insights from businesses regarding access to resources, administrative procedures, digital transformation, and sustainable development. Based on these findings, the annual report will propose practical policy recommendations to improve local economic governance, enhance provincial competitiveness, and promote innovation and private-sector growth in Vietnam.
New Assessment Methodology – PCI 2.0:
The report will adopt the PCI 2.0 methodology, an upgraded version of the Provincial Competitiveness Index that VCCI has implemented over the past 20 years. This new model incorporates emerging growth drivers such as digital transformation, innovation, green economic development, and local governance quality. PCI 2.0 will provide provincial authorities with a stronger foundation to improve the business and investment environment in the post-merger context, and support the implementation of the Central Government’s strategic directives on economic development, science and technology, innovation, and international integration.
Roles of Stakeholders:
VCCI is implementing the initiative with Tan Hiep Phat Group as a founding partner. Collaboration between a research organization and a leading enterprise—along with participation from stakeholders including central ministries, local business associations, and experts—will play a crucial role in refining the methodology and ensuring the report’s applicability and effectiveness.

VCCI believes that through in-depth analysis and continuous dialogue among stakeholders, this initiative will help build a transparent, streamlined business environment that enables private enterprises to develop sustainably. VCCI representatives emphasized their goal of turning the initiative into a regular feedback channel between the business community and regulators, ensuring that policies are adjusted promptly and appropriately.
“From VCCI’s perspective as a national representative body for the business community, producing this report without foreign funding—and instead relying on domestic resources from Tan Hiep Phat Group—is a meaningful milestone. It reflects the confidence of Vietnamese people in their own capabilities and resources to drive positive change for the country,” said Dau Anh Tuan, Deputy Secretary General and Head of the Legal Department at VCCI.
“With VCCI’s credibility and capacity—as the national organization representing the business community—and its proven success with the Provincial Competitiveness Index over the past 20 years, Tan Hiep Phat believes that the Annual Vietnam Private Economy Report will make practical contributions to the development of the private sector. Comprehensive and accurate data is essential for policy and institutional reform. Transparency, commitment, and dialogue will ensure that policies are effectively implemented, helping increase productivity and business efficiency while strengthening market confidence. A strong Vietnamese private sector will be vital for Vietnam’s 2045 goals,” emphasized Nguyen Duy Hung, Board Member of Tan Hiep Phat Group.
