Vietnam Calls on Overseas Vietnamese for Breakthrough Ideas and Development Initiatives

On February 8, at the International Convention Center, a delegation of 100 outstanding overseas Vietnamese representatives from 32 countries and territories attending the Homeland Spring 2026 program paid a courtesy visit to Bui Thi Minh Hoai, President of the Vietnam Fatherland Front.

Homeland Spring 2026: Connecting Overseas Vietnamese, Spreading Vietnamese Cultural Identity

On behalf of the Ministry of Foreign Affairs, Deputy Minister Le Thi Thu Hang reported to the President of the Vietnam Fatherland Front on the Homeland Spring 2026 program and the activities of the delegation of outstanding overseas Vietnamese. Providing an update on the overseas Vietnamese community, the Deputy Minister stated that there are currently more than 6.5 million overseas Vietnamese living in over 130 countries and territories. The role, standing, and prestige of the overseas Vietnamese community in their host societies have continued to rise; overseas Vietnamese are increasingly connected to their homeland, supportive of the policy of great national unity and the country’s development path, and have become an important resource for national construction and development.

Recently, overseas Vietnamese have directly participated in important political and social activities of the country, such as joining the parade bloc at the ceremonies commemorating the 50th anniversary of the liberation of the South and national reunification, and the 80th anniversary of National Day (September 2). They have contributed opinions to the draft documents submitted to the 14th National Party Congress (2,300 submissions), as well as on major national issues such as the green economy, science and technology, and innovation. They have also made substantial and practical material contributions to the country, with remittances in 2025 reaching a record high of nearly USD 18 billion; at the same time, they have supported people at home in overcoming difficulties and rebuilding their lives after natural disasters and floods, contributing nearly VND 45 billion and nearly 15 tons of goods and supplies.

On behalf of the delegation of outstanding overseas Vietnamese, Doan Quynh Linh, President of the Vietnamese Association in Hong Kong, expressed her honor to participate in the delegation attending the Homeland Spring program and to have the opportunity to pay a courtesy visit to the President of the Vietnam Fatherland Front. She conveyed her gratitude to the Party, the State, and the Vietnam Fatherland Front for their continued attention, listening, and facilitation that enable the overseas Vietnamese community to maintain close ties with the homeland and accompany the country’s development.

Quynh Linh affirmed that the State has been building an increasingly comprehensive legal framework for overseas Vietnamese, oriented toward facilitating their return to live, work, invest, and do business in Vietnam. She also put forward several proposals, including simplifying procedures related to nationality, residence, labor, and employment for overseas Vietnamese returning home; continuing to improve policies on housing and real estate; and creating conditions for overseas Vietnamese to pilot new business and technology models in Vietnam. The delegates expressed their desire to continue accompanying the Vietnam Fatherland Front and relevant agencies to translate proposals and recommendations into concrete, practical programs aligned with the country’s development needs.

Representatives of overseas Vietnamese affirmed that the Vietnamese community abroad is increasingly becoming an important resource for the country’s development, contributing knowledge, international experience, global networks, and a strong sense of attachment to their roots.

Nguyen Thu Trang (an overseas Vietnamese from Switzerland) noted that the financial resources of overseas Vietnamese are substantial and could be properly mobilized to serve national development goals if appropriate, transparent, and effective mechanisms are put in place. In addition, she emphasized that the potential for cooperation between Vietnam and the international community is very large, especially when there is accompaniment, facilitation, and clear orientation from domestic agencies.

Huynh Tan Dat (an overseas Vietnamese from Australia) put forward three proposals to the Vietnam Fatherland Front: to take the lead in establishing a regular policy consultation mechanism with overseas Vietnamese youth; to sponsor and recognize the Network of Overseas Vietnamese Youth as an extension of the great national unity bloc; and to build mechanisms to acknowledge the social contributions of overseas Vietnamese youth through associations and organizations.

Providing information on the national situation in 2025, President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai affirmed that the achievements attained over the past year are a testament to the leadership role and prestige of the Party, together with the trust and support of the people both at home and abroad, including the overseas Vietnamese community.

She expressed her pleasure at seeing the overseas Vietnamese community continue to grow, increase in number, diversify in composition, and strengthen in capacity. She acknowledged the achievements of overseas Vietnamese in their host countries, considering them clear evidence of the valuable qualities of the Vietnamese people: persistent effort, resilience, strong will, and determination to rise in life.

The President also expressed her deep emotion at witnessing how overseas Vietnamese, even in difficult circumstances, always maintain heartfelt ties to their homeland. She highly appreciated their contributions in terms of knowledge, economic resources, and management experience to the process of national construction and development. The impressive figures reflecting overseas Vietnamese contributions to the homeland demonstrate their encouragement and support for the Party and the State, vividly reflecting their deep attachment to and companionship with the Fatherland.

Emphasizing the consistent policy of the Party and the State in always regarding the overseas Vietnamese community as an inseparable part of the Vietnamese nation and an important resource of the national community, the leadership of the Central Committee of the Vietnam Fatherland Front affirmed that specific policies related to overseas Vietnamese are being implemented in an increasingly comprehensive and robust manner, clearly demonstrating the Party’s and the State’s affection and responsibility toward the overseas Vietnamese community.

Regarding the Central Committee of the Vietnam Fatherland Front, Bui Thi Minh Hoai affirmed that successive generations of leadership have always shown affection and respect for the role and voice of overseas Vietnamese. She noted that overseas Vietnamese who have been members of the Central Committee of the Vietnam Fatherland Front since its very first term bear both great honor and responsibility to represent the voice of the entire community and to help the Central Committee truly become a home of great national unity - a place to convey the thoughts and aspirations of overseas Vietnamese to the Party and the State. The Central Committee regularly encourages and commends overseas Vietnamese individuals and collectives, reflecting recognition and high appreciation for their valuable contributions to the community and the country.

The President called on the overseas Vietnamese community to continue promoting and awakening the spirit of self-reliance, autonomy, confidence, resilience, and national pride; to jointly build a united and strong overseas Vietnamese community; and to continue accompanying the nation from the very first steps on the path toward a new era. The Party, the State, and the Central Committee of the Vietnam Fatherland Front expressed their hope to receive accurate, relevant, and breakthrough proposals and initiatives from overseas Vietnamese in order to unlock and further mobilize the community’s vast resources across all fields, especially key areas such as science and technology, innovation, digital transformation, the knowledge economy, the digital economy, the green economy, and the circular economy, thereby making strong contributions to national construction and development, toward the country’s goals for 2030 and its vision to 2045.

Continuing to strongly mobilize the vast resources of the overseas Vietnamese community across all fields, particularly in key areas such as science and technology, innovation, digital transformation, the knowledge economy, the digital economy, the green economy, and the circular economy, will make important contributions to national construction and development, toward the country’s goals for 2030 and its vision to 2045.

At the meeting, leaders of the Central Committee of the Vietnam Fatherland Front also presented commendations to outstanding and exemplary overseas Vietnamese from communities around the world.
